INVITATION TO BID FOR THE CONTINUATION OF MULTI-PURPOSE HALL

1. The Municipal Government of Sto. Nino through the Bids & Awards Committee intends to apply the sum FOUR HUNDRED NINETY SEVEN THOUSAND SEVEN HUNDRED SIXTY SIX PESOS AND 00/100 ONLY (PhP497,766) being the Approved Budget for the Contract (ABC) to payments for the CONTINUATION OF MULTI-PURPOSE HALL located at Dungao, Sto. Nino, Cagayan from the NBLB Program (Provincial Aid). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Municipal Government of Sto. Nino now invites bids for the above mentioned description of works. Completion of Works is required Forty Five (45) calendar days. Bidders should have completed at least one (1) contract that is similar to this project/s, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act of 9184 (RA 9184), otherwise known as “Government Procurement Reform Act”.

4. Contractors who are interested are required to conduct site inspection at the address stated above.

5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Hundred Pesos Only (PhP500.00). Bidders can make payments for the purchase of the Bidding Documents at the Office of the Municipal Treasurer.

2. Receipt of Bids : February 24, 2026 until 9:00 a.m.
3. Opening of Bids : February 24, 2026 @ 9:00 a.m.
4. Place of Opening of Bids : Office of the Municipal Mayor, Municipal Hall Compound, Sto. Nino, Cagayan

6. Bids must be delivered at ABC Function Hall, Municipal Hall Compound, Sto. Nino, Cagayan and will be opened in the presence of the bidder’s representatives who choose to attend. All bids must be accompanied by one (1) form of Bid Security taken from two (2) acceptable forms: 1.) BID SECURING DECLARATION as provided in the section 27.5 of the Revised IRR of R.A. 9184, “OR” 2.) SURETY BOND callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security in the amount of five percent (5%) of the ABC, pursuant to Department Memorandum Circular No. 15, Series of 2014. Late Bids shall not be accepted.

7. The Municipal Government of Sto. Nino reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability or obligation to the affected bidder or bidders.
