Invitation for Negotiated Procurement Two-Failed Biddings for the Construction of Steel Ramp: The Hub-Down Syndrome Facility
NP NO. 01-2026
1) In view of two-failed biddings, the Bicol Regional Hospital and Medical Center (BRHMC), through the Hospital Income 2025 intends to apply the sum of Ten
Million Eight Hundred Forty Four Thousand Nine Hundred Thirty Six Pesos and 91/100 (P 10,844,936.91), being the Approved Budget for the Contract (ABC) to
payments under the contract for Construction of Steel Ramp: The Hub-Down Syndrome. Bids received in excess of the ABC shall be automatically rejected at
bid opening.
2) The BRHMC now invites bids for technically, legally and financially capable suppliers for the project: Construction of Steel Ramp: The Hub-Down
Syndrome. Completion of the Works is Ninety (90) calendar days from receipt of NTP. Bidders should have completed, within 5 years from the date of
submission and receipt of bids, a contract similar to the Project.
3) The procurement procedure will be conducted through Negotiated Procurement Two-Failed Biddings using a non-discretionary “pass/fail” criterion
pursuant to Section 35.1 of RA 12009 in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline to the BAC and which would meet
the minimum technical specifications required.
4) Interested bidders may obtain further information from BAC Secretariat at the address given below from 8:00am to 4:00pm, Monday to Friday.
5) A complete set of Bidding Documents may be acquired by interested bidders on January 14-21, 2026 from the address below and upon payment of the
applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P5,000.00) .It may
also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring
Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The BRHMC will hold a Pre-Bid Conference/Negotiation Meeting on 9:30am, January, 19, 2026 at 2nd Flr. Admin. Bldg., BRHMC, Daraga, Albay and/or through
video conferencing via Zoom (Zoom Meeting ID: 835-098-4775.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before
January 21, 2026 at 9:00am. Late bids shall not be accepted.
8) Interested bidders shall submit the following documents in four (4) copies in sealed envelopes, labeled as “Negotiated Procurement Two-Failed
Biddings, with the title of the procurement project, name of the bidder, address, the contact details of the bidder addressed to the BAC.
9) The following eligibility and technical documents. as well as the Financial Documents shall be submitted on January 21, 2026 9:00 a.m. at the BAC Office
, 2nd Floor Administrative Building, BRHMC, Daraga, Albay.
A. Eligibility and Technical Documents:
1. PhilGEPS Certificate of Registration and Membership under Platinum category (all pages)
2. Statement of all its ongoing government and private construction contracts within the period specified including contracts awarded but not yet
started
3. Statement of Single Largest Completed Contract, similar to the contract to be bid completed within 5 years from the date of submission and receipt of
bids.,
4. Bid Security shall be in the form of a Bid Securing Declaration, or any of the following forms and amounts: 1) The amount of not less than 2% of ABC, if
bid security is in cash, cashier’s/manager’s check, bank draft/guarantee or irrevocable letter of credit; or 2) The amount of not less than 5% of ABC
if bid security is in Surety Bond.
5. Valid Philippine Contractor’s Accreditation Board or PCAB License Category C or D or Special PCAB License in case of Joint Ventures and valid PCAB
License for each party.
6. Projects Requirements which shall include the following:
a. Construction Method
b. Value Engineering Analysis of the Construction Methods
c. Organizational Chart for the contract to be bid
d. List of Contractor’s Key Personnel (e.g. Project Manager, Resident Engineers, Cost/Quantity Engineer/Architect, Construction Safety and Health Officer
and Construction Foreman)
e. List of Contractor’s major equipment units which are owned, leased, and/or under purchase agreements supported by proof of ownership or certification
of availability of equipment from the equipment lessor/vendor for the duration of the project as the case may be;
f. Manpower Schedule
g. Equipment Utilization Schedule
h. Bar Chart and S-Curve
i. Construction Safety and Health Program
j. PERT-CPM
7. Notarized Omnibus Sworn Statement (Annex D)
8. Bid Bulletin if any
9. Bid Data Sheet
10. General Conditions of the Contract’
11. Special Conditions of the Contract
12. Audited financial statements, stamped “received” by the BIR or its duly accredited and authorized institutions, for the immediately preceding
calendar year, showing among others the total assets and liabilities.
13. Computation of Net Financial Contracting Capacity (NFCC)
14. Conformity with the Technical Specifications and Terms of Reference;
15. If applicable, a duly signed joint venture agreement (JVA) in case the joint venture is already in existence or duly notarized statement from all the
potential joint venture partners stating that they will enter into and abide by the provisions of the JVA in the instance that the bid is successful.

The supplier whose submission will be determined as the best and final offer will be required to submit the following documents:
1. Latest Business Tax Return filed thru EFPS duly validated with the tax payments made thereon also refers to the Value Added Tax or Percentage Tax
Returns covering the last six (6) months preceding the date of bid submission;
2. Mayor’s permit, Tax Clearance, BIR registration, DTI/SEC Registration
11) The BRHMC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in
accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
