Description
SCOPE AND COVERAGE
The engagement shall be for the provision of security services for TESDA Regional Office III by providing two (2) Security Guards [one (1) Security Guard per shift on a twelve (12) hour duty] to be deployed at the TESDA Regional Office III located at Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga.

PERIOD OF CONTRACT
The Service Agreement shall be for a period of eleven (11) months, renewable, subject to satisfactory performance and provision of Section 18 of the Implementing Rules and Regulations (IRR) of RA 12009. The eleven (11) months agreement shall be on February 1, 2026 to December 31, 2026.

APPROVED BUDGET FOR THE CONTRACT (ABC)
The ABC is Seven Hundred Seventy Thousand Pesos (Ph770,000.00) inclusive of all applicable government taxes.

QUALIFICATION REQUIREMENTS
The Service Provider shall have the necessary experience and expertise in providing security services. For this purpose, the Service Provider must submit the following eligibility, technical and financial requirements:

Eligibility:
1. SEC or DTI Registration, Mayor’s Permit and Tax Clearance. In lieu thereof, PhilGEPS Certificate of Registration (Platinum Membership);
2. DOLE Certificate of Registration (DO 174);
3. Certificate of engagement in the business for at least five (5) years;
4. Certificate of membership in the Philippines Association of Detectives and Protection Agency Operations (PADPAO);
5. Certificate of pending or no pending labor standards violation case/s issued served by the Department of Labor and Employment (DOLE);
6.Certificate of Satisfactory services rendered from at least 3 clients for the last five (5) years.

Technical:
7. List of All Completed Government and Private Contracts which are similar in nature (Form attached as Annex A);
8. Computation of Net Financial Contracting Capacity (NFCC) (Form attached as Annex B);
9. Duly Notarized Omnibus Sworn Statement (Annex C) as mandated by Section 54.2.a of the Implementing Rules and Regulations of RA 12009
10. Audited Financial Statements for the last two (2) years;
11. Organizational set-up or organizational chart
12. List of the following:
a. No. of licensed firearms
b. No. and kind of communication devices
c. No. and kind of motor-powered vehicles
d. No. and kind of equipment and supplies

13.Security Plan
The Service Provider shall submit a Security Plan enumerating their approach and methodology for the security of TESDA III officials, employees and guests; physical resources (e.g., facilities, supplies, equipment and contingency plan for various risk such as fire, earthquake, theft, pilferage and burglary, hostage situation, and bomb threat among others);

The Plan shall also include Agency’s Manual, which shall include but not limited to Technical Capability of Management Personnel, Training and Orientation of Security Personnel, Completeness and Quality of Operation and Agency Policy, Rules and Regulation. Should there be revision on said plan, it shall be immediately returned to the winning agency for finalization. The revised Security Plan must be submitted within ten (10) calendar days from receipt of Notice of Award for approval.
