Description
INVITATION TO BID FOR THE CONCRETING OF ROADS TO ECO PARK, TINA, SAN MIGUEL, SURIGAO DEL SUR.

1. The Municipal Government Unit of San Miguel, Surigao del Sur, through Bids and Awards Committee, invites contractors registered with the classified by the Philippine Contractors Accreditation Board (PCAB) to apply and submit bids for the Concreting of Road to Eco Park , Tina, San Miguel, Surigao del Sur. Funds came from 20% LDF FY 2025 under Supplemental Budget No. 1 , in the amount of FOUR MILLION ONE HUNDRED FORTY ONE THOUSAND FOUR PESOS (Php 4,141,004.00) being the Approved Budget for the Contract (ABC) to payments under the Contract for the Concreting of Roads to Eco Park, Tina, San Miguel, Surigao del Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Municipality of San Miguel now invites bids for the Concreting of roads to Eco park, Tina, San
Miguel, Surigao del Sur for the following works:

Completion of works is required within 60 calendar days upon receipt of Notice to Proceed. Bidders must have an experience of having at least One (1) contract that is similar to the Project/Goods and Services Equivalent to at least 50% of the ABC. The description of an eligible is contained in the bidding documents, particularly in Section 11, (Instruction of Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail: criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act”.

Bidding is restricted to Filipino Citizens/sole proprietorship, partnership or organization with at least Seventy Five Percent (75a») interest or outstanding capital stock belong to citizens of the Philippines.

4. Interest bidders may obtain further information from the BAC Secretariat , MDRRM Office, Tina, San Miguel, Surigao del Sur and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.


5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos (Php 5,0oo.oo).

6. The Bids and Awards Committee will hold a Pre-bid conference on December 11, 2025 at 10:00 o"clock in the
morning the venue will be held at MDRRM Office, Tina, San Miguel, Surigao del Sur.

7. Bids must be duly received by the BAC Secretariat to the address below on or before December 22, 2025 at
10:00 o’clock in the morning the venue will be held at MDRRM Office, Tina, San Miguel, Surigao del Sur.
All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in
ITB Clause 18.

8. Bid Opening shall be on December 22, 2025 at 10:00 o"clock in the morning, the venue will be held at MDRRM Office, Tina, San Miguel, Surigao del Sur. Bid will be opened in the presence of the Bidder"s Representative who choose to attend at the address below, late bids shall not be accepted.

9. The Municipality of San Miguel reserves the right to accept or reject any bid and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
