Invitation to Bid
For
Contract ID No. 24O00234 – Reconstruction of Four (4) Storey Mabini Hall Building – Left Wing (Pasig River Side) - Phase 1
1) The DPWH-NCR through the Trust Fund intends to apply the sum of Php641,774,899.32 being the Approved Budget for the Contract (ABC) to payments under the
contract for Reconstruction of Four (4) Storey Mabini Hall Building – Left Wing (Pasig River Side) - Phase 1. Bids received in excess of the ABC shall be
automatically rejected at bid opening.
2) The DPWH-NCR now invites bids for hereunder:

Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly,
in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise
known as the “New Government Procurement Act (NGPA)”. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was
determined as such during post-qualification.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest
or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from DPWH-NCR and inspect the Bidding Documents at the address given below from 7:00 AM to 4:00
PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on November 25, 2025 from the address below and upon payment of the applicable
fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount Php 75,000.00.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The DPWH-NCR will hold a Pre-Bid Conference on December 2, 2025 at 9:00 A.M. at DPWH NCR Procurement Unit 2nd Floor, 2nd St. Port Area, Manila and/or
through videoconferencing/webcasting via Zoom (Meeting ID: 435 375 4517 Passcode: NCR2022) and Youtube (DPWH Regional Office NCR Procurement LS), which
shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat. Bid submission maybe done manually or electronically/online (email to:
electronicbids_ncr@dpwh.gov.ph). However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the
guidelines for the preparation and submission of an electronic bid are contained in the BDS ITB Clause 19. Late Bids shall not be accepted.
Bids should be submitted by the persons indicated in the Contractor Information in the Civil Works Application (CWA). However, if submitting through a
representative, it must be accompanied by a Notarized Special Power of Attorney, Board/Partnership Resolution, and Secretary’s Certificate, as proof of
authorization. Additionally, the representative must present a valid Company ID, a valid personal ID and proof of employment (such as a Certificate of
Employment) to ensure the representative is an official company member and to prevent fraudulent actions, such as the unauthorized use of another
contractor’s eligibility for personal gain.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on December 16, 2025 at 9:00 A.M. at DPWH-NCR BAC, NCR Compound 2nd St., Port Area, Manila and/or via through
videoconferencing/webcasting via Zoom (Meeting ID: 435 375 4517 Passcode: NCR2022) Youtube (DPWH Regional Office NCR Procurement LS). Bids will be opened
in the presence of the bidders’ representatives who choose to attend at the address below.
10) Reminder to Bidders:
a. In compliance to Sec 81.1 and Sec. 82 of the IRR of RA No. 12009, all prospective bidder shall be required to submit a separate sworn disclosure of
relations and beneficial ownership, clearly identifying the natural persons who ultimately own, control or benefit from the bidding entity, whether
directly or indirectly, through shareholding, voting rights, contractual arrangements, or means of control.
b. Prospective Bidders should be (1) registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB LICENSE Category
AAAA and AAA and Size Range Large B. The description of an eligible Bidder is contained in the Bidding Documents.
c. Contractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH –
Central Office, Procurement Service (PrS) 5th Floor, Bonifacio Drive, Manila while those already enrolled shall keep their records current and updated. The
Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further
post-qualification. Information on registration can be obtained from the PrS during working weekdays from 7:00 am to 4:00 pm or at the DPWH website
www.dpwh.gov.ph.
d. In compliance to D.O. 110 S. 2024, Contractors with Large “A” & Medium “B” PCAB size range, and are participating in the Procurement of
Infrastructure Projects of the Department with ABC range to wit; shall submit their ISO Certification 9001:2015:

11) The DPWH-NCR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award
in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
