Description

1. FUNDING AND PROJECT DETAILS
The Department of Environment and Natural Resources Region III, through the General Appropriations Act, intends to apply the sum of the amount indicated below as the Approved Budget for the Contract (ABC) to payments under the specified project, for which this Request for Quotation is issued:

End-User Unit for official use of PMD for the conduct of Pre-reprogramming Workshop for the Preparation of the FY 2026 DENR R3 Work & Financial Plan on October 13-14, 2025

2. PROCUREMENT BASIS
This procurement shall be conducted in accordance with the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, otherwise known as the New Government Procurement Act.

3. ITEM SPECIFICATIONS AND QUANTITY
The Department of Environment and Natural Resources Region III requests the submission of price quotations for the following items:

October 14 - Breakfast, Lunch, PM Snacks 83 pax
Venue:
Function Hall for October 13-14, 2025 with tables, chairs, projector, sound system, and Wi-Fi 1 lot

4. EVALUATION AND AWARD
This procurement is for One (1) Lot only. In accordance with RA 12009 IRR, evaluation and award shall be based on the total quotation for the entire lot, and shall be made to the supplier with the lowest calculated and responsive quotation that meets the technical specifications and documentary requirements.

5. SUBMISSION DEADLINE
Quotations must be submitted on or before the PhilGEPS closing date. If the RFQ is not posted in PhilGEPS, submission shall be within three (3) calendar days from receipt of this RFQ.

6. QUOTATION VALIDITY
Quotations shall remain valid for sixty (60) calendar days from the deadline of submission.

7. DELIVERY TERMS

Delivery Period Within thirty (30) calendar days from receipt of NTP or PO
Delivery Notification Supplier must notify DENR at least three (3) days prior to delivery
Delivery Schedule Deliveries shall be made only during working days and hours
Delivery Site DENR Region III, Diosdado Macapagal Regional Government Center, Brgy. Maimpis, City of San Fernando, Pampanga

8. LATE DELIVERY PENALTIES
The applicable rate for late deliveries is 0.1% per day of the cost of the undelivered portion, up to a maximum of 10%. Once this threshold is reached, the contract shall be rescinded without prejudice to other remedies.

9. DENR RESERVATION CLAUSE
The DENR reserves the right to accept or reject any quotation, annul the procurement process, or waive minor deviations that do not materially affect performance or supplier capability.
