The bidder’s Single Largest Completed Contract similar to the contract to be bid should have been completed within 3 years from the date of the deadline
of submission and receipt of bids. Likewise, the contract price of the SLCC should be at least 50% of the sum of the ABC of the Lot or Line joined.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing
Rules and Regulations (IRR) of Republic Act (RA) 9184/12009, otherwise known as the “Government Procurement Reform Act”.
Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No.
9184/12009.

Bid documents may be acquired by interested bidders on the dates and address above and upon payment of applicable fee for the bidding documents in the
amount of P 3,000.00 for Lot 1 and P500.00 for Lot 2.
Bids must be duly received by the BAC Secretariat through manual submission at the BAC/Procurement Office on or before 9:00 am of September 23, 2025. Late
bids shall not be accepted.
All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, wvs.doh.gov.ph, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their
bids.
The Western Visayas Sanitarium and General Hospital reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract
at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability
to the affected bidder or bidders.
