Assignment Title: Engagement of Technical Consultant under the Project Implementation Unit - Cybersecurity Specialist

The Department of Information and Communications Technology (DICT) has received financing from the World Bank toward the cost of the Philippines Digital Infrastructure Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the hiring of a Cybersecurity Specialist who will support the implementation of Component 4 of the PDIP, focusing on enhancing network security across the Philippines. This includes developing cybersecurity policies, improving real-time threat response, building capacity within government agencies, and promoting cybersecurity awareness and education. The Specialist will work closely with the Project Manager, DICT and other stakeholders to achieve these objectives, ensuring that cybersecurity measures are robust, sustainable, and aligned with international best practices. The list of duties and responsibilities is provided in the detailed Terms of Reference (TOR) attached as “Annex A”. The engagement is a time-based contract for forty-eight (48) months period inclusive of a 6-month probation period. The Estimated Price Cost (EPC) per month is: ONE HUNDRED NINETY-NINE THOUSAND NINE HUNDRED NINETY-NINE PESOS AND 96/100 (Php199,999.96). The location for this position is at the designated office of the DICT in Quezon City, Philippines.
The DICT now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are the following:
REQUIRED COMPETENCIES AND KNOWLEDGE
Extensive experience in developing and implementing cybersecurity policies, frameworks, and technical solutions.
Proficient in conducting cybersecurity assessments and designing strategies to mitigate risks.
Proven track record in designing and delivering cybersecurity training programs.
Experience in promoting gender inclusivity in technical fields, particularly in cybersecurity.
Strong ability to analyze complex cybersecurity challenges and develop innovative solutions.
Proficient in data analysis, data visualization, and the use of cybersecurity tools and technologies.
Strong interpersonal skills with the ability to work collaboratively with diverse stakeholders.
Excellent communication skills in English, both written and spoken.
ACADEMIC QUALIFICATIONS AND EXPERIENCE
University and/or master’s degree in cybersecurity, computer science, information technology, or a related field.
A minimum of ten (10) years of professional experience in cybersecurity, with at least five (5) years of direct involvement in the design, implementation, and oversight of cybersecurity initiatives.
Extensive exposure to cybersecurity projects and practices within the Philippines, ASEAN, and international contexts.
Proven experience working on projects financed and supported by international organizations, especially in areas related to digital infrastructure and cybersecurity.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers, Fifth Edition dated September 2023 (“the Regulations”), as per financing agreement, setting forth the World Bank’s policy on conflict of interest.

TERMS OF REFERENCE FOR THE ENGAGEMENT OF TECHNICAL CONSULTANT

BACKGROUND
In July 2022, His Excellency, the President of the Philippines, Mr. Ferdinand Marcos, laid out a comprehensive vision for the digital acceleration of the Philippines, aiming to achieve specific goals, including nationwide internet connectivity, by 2028. This strategy involves investing in public broadband, connecting remote areas, bolstering cybersecurity, and advancing the e-Government agenda. To facilitate this transformative plan, the Department of Information and Communications Technology (DICT) has initiated the First Digital Transformation Policy Project (Development Policy Loan). To this end, and to realize the vision of the Marcos Presidency, the World Bank (WB) is financing the Philippine Digital Infrastructure Project (the “Project”). This concerted effort aims to forge a coherent and efficient whole-of-government program, reaching various sectors of society, and underscores a steadfast commitment to achieving digital inclusivity in alignment with the national vision. The Project will improve the broadband connectivity in the country, including giving considerations to efficiency, costs and security of the network. It includes components on (i) National Fiber Backbone, (ii) Middle-mile, (iii) Last-mile; and (iv) Network Security, along with (v) Project Management Support.
The proposed Project’s objectives align with the Philippine Development Plan (PDP) 2023-2028 development agenda for the infrastructure sector, which calls for modernizing and expanding the country"s digital infrastructure to facilitate movement of information and achieve seamless and inclusive connectivity (under Chapter 12: Expand and Upgrade Infrastructure). Within the ICT sector, the project also supports the implementation of the following major sectoral plans and issuance: (i) National Broadband Plan, which provides the blueprint to achieve universal, faster and affordable broadband internet access; (ii) National Cybersecurity Plan (NCSP) 2023-2028, which provides the policy direction and operational guidelines on building cybersecurity capacities and strengthening cybersecurity defenses; and (iii) Republic Act No. 10929 or the Free Internet Access in Public Places Act, which aims to provide free access to internet service in public places throughout the country. The project, which aims to improve broadband connectivity, is also included as a priority investment undertaking under the Philippine Public Investment Program (PIP) 2023-2028 and the Three-Year Rolling Infrastructure Program (TRIP) 2025-2027.
OBJECTIVE
The DICT will establish the Project Implementation Unit (PIU) for the PDIP and is seeking to hire an individual consultant as a Connectivity Specialist. This individual consultant will directly to the Project Manager and will be responsible for leading the overall project preparation and implementation with respect to the broadband infrastructure and access activities.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Project Manager, the Connectivity Specialist is required to perform the following specific duties and responsibilities:
Serve as the principal technical advisor, and lead consultant for all digital infrastructure and broadband access activities under the project. This includes overseeing backbone connectivity, subsea links, middle-mile and last-mile connectivity, as well as providing policy and regulatory support for broadband market development.
Coordinate related technical assistance and works funded by the project. Collaborate with stakeholders and beneficiaries to identify gaps and evolving needs, provide technical guidance, and ensure effective planning, implementation, quality assurance, and ongoing support and maintenance. This includes supporting the preparation of broadband infrastructure-related feasibility studies (e.g., preparing Terms of Reference (TORs) and supervising firms), particularly within the first three months of the contract.
Support the Procurement Specialist in technical aspects of procurement and contract management. Assist stakeholders and beneficiaries in preparing, refining, and reviewing technical TORs, bidding documents, and related selections. Ensure timely procurement and delivery of all activities linked to digital infrastructure and broadband access. Act as the primary contact for contracted consultants and firms, ensuring timely and accurate delivery of technical assignments.
Stay updated on emerging trends in the broadband market and digital infrastructure. Advise management and project stakeholders on new developments and best practices that could positively influence project design and planning, including conducting ad hoc research when necessary.
Lead the development of the Monitoring and Evaluation (M&E) framework, tracking progress and technical key performance indicators (KPIs). Ensure that broadband market growth meets target subscription, device penetration, network usage, and resilience objectives. Prepare and submit monthly progress reports to ensure all project activities are on track.
Facilitate in developing and reviewing enabling guidelines, policies, and procedures related to access and other technical standards. Ensure that these standards are integrated into activity design and implementation.
Lead the development and review of technical specifications, standards, plans, and proposals, addressing aspects such as reliability, climate impact, quality of service, and vulnerability, in collaboration with relevant stakeholders as needed.
Lead ad-hoc site visits to assess progress on initiatives such as scheme rollouts or infrastructure deployments. Identify issues and propose solutions to maximize the impact and effectiveness of the project.
Collaborate with the Environmental Specialist and Social Specialist in identifying potential environmental and social risks associated with the overall technical design and the subprojects, including those that may pose fiduciary and reputational risks in the conduct of this project.
Ensure the completion of broadband infrastructure-related feasibility studies, including the preparation of TORs and supervision of firms, within six months of contract signing.
Provide timely technical input and assistance during the procurement and implementation of all activities related to digital infrastructure and broadband access within the project.
Submit monthly progress reports aligned with project deliverables and targets.
REPORTING
The Consultant will work as part of the PIU. He/She will report to and work under direction of the Project Manager of the PIU. The Consultant will work in close cooperation with DICT and other relevant stakeholders to ensure that the Project is implemented effectively, aligns with project objectives, adheres to timelines, and meets all regulatory and procedural requirements.
REQUIRED COMPETENCIES & KNOWLEDGE
Extensive experience in full turnkey telecommunications projects, incorporating best practices. Prior experience working on government- and/or donor-funded IT infrastructure projects is a must.
Demonstrated ability to assess technical needs, develop specifications, and oversee large, complex, and nationwide digital infrastructure projects. Skilled in planning and supervising projects of similar scale and technical nature.
In-depth understanding of the digital infrastructure and broadband markets in the Philippines, including key players, challenges, opportunities, and innovative approaches to last-mile connectivity. Familiarity with the entire digital infrastructure and device value chain, as well as emerging telecommunications technologies such as satellite connectivity.
Strong knowledge of regulatory and policy issues related to the telecommunications sector and broadband market development, including competition, affordability, quality of service (QoS), spectrum management, and infrastructure sharing. Experience with digital inclusion and universal broadband access initiatives in the Philippines is advantageous.
Expertise in network infrastructure solutions (e.g., WAN/LANS), deployment, and maintenance, coupled with the ability to stay updated on the latest trends. Knowledge of ICT and infrastructure project planning, monitoring, and evaluation, as well as the ability to research and analyze technology problems and develop solutions.
Demonstrated leadership and operational skills with a strong ability to work across cross-functional teams. Proven experience in managing private sector engagements, digital infrastructure providers, and contract management, ensuring quality assurance and effective stakeholder coordination.
Excellent communication skills, both written and verbal, with the ability to convey complex technical issues in simple terms. Strong problem-solving capabilities, research proficiency, and the ability to present results effectively to senior stakeholders.
High level of motivation, integrity, and responsibility, with a proven ability to work independently and under pressure. Demonstrates strong planning, organization, and time management skills, along with a commitment to driving results and leading change.
Experience working in the Philippines or abroad, with a deep understanding of the region"s digital landscape. Fluency in English is essential, along with a demonstrated ability to work with senior staff, managers, and diverse teams.
ACADEMIC QUALIFICATIONS AND EXPERIENCE
Bachelor’s Degree in Computer Science, Computer/Network Engineering, Electronics and Communications Engineering, Information and Communication Technology (ICT), Information Systems, or a related field, with at least 10 years of relevant work experience; or
Master’s Degree (preferred) in Computer/Network Engineering, Information and Communication Technology (ICT), Information Systems, or an equivalent field, or a Master’s in Technology Management (MTM), with a minimum of 7 years of relevant work experience.
Industry certifications such as MCIP, MCSA, MCSE, CCNA, CCNP, or CCIE are a plus. Additionally, having a Prince2 or PMP certification is an added advantage.
