Assignment Title: Engagement of Technical Consultant under the Project Implementation Unit - Procurement Specialist

The Department of Information and Communications Technology (DICT) has received financing from the World Bank toward the cost of the Philippines Digital Infrastructure Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the hiring of a Procurement Specialist who will directly report to the Project Manager, and will be responsible for overseeing and managing all procurement related aspects of the Project. The list of duties and responsibilities is provided in the detailed Terms of Reference (TOR) attached as “Annex A”. The engagement is a time-based contract for forty-eight (48) months period inclusive of a 6-month probation period. The Estimated Price Cost (EPC) per month is: NINETY-NINE THOUSAND NINE HUNDRED NINETY-NINE PESOS AND 98/100 (Php99,999.98). The location for this position is at the designated office of the DICT in Quezon City, Philippines.

The DICT now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are the following:

REQUIRED COMPETENCIES AND KNOWLEDGE

Comprehensive understanding of both World Bank and Philippine National Government procurement rules, regulations, policies, procedures, and practices.

Proficiency in computer skills and related software applications.

Strong interpersonal and organizational abilities, with a focus on effective collaboration and efficient task management.

Sharp analytical and negotiation skills combined with resourcefulness, initiative, and sound judgment.

Proven ability to prioritize tasks, plan, coordinate, and monitor work effectively.

Exceptional command of English, both written and verbal.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

A Bachelor’s degree in Procurement, Management, Accounting, Public Finance, Law, or Economics with a minimum of 7 years of relevant experience in public sector procurement; or a Chartered Institute of Procurement and Supply (CIPS) Certification or Master’s degree in Procurement, Management, Accounting, or Public Finance with at least 4 years of relevant experience.

At least three (3) years experience with the World Bank or other foreign aid-assisted projects.

Experience with IT-related projects will be considered an added advantage.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers, Fifth Edition dated September 2023 (“the Regulations”), as per financing agreement, setting forth the World Bank’s policy on conflict of interest.

TERMS OF REFERENCE FOR THE ENGAGEMENT OF TECHNICAL CONSULTANT

UNDER THE PROJECT IMPLEMENTATION UNIT – PROCUREMENT SPECIALIST

BACKGROUND

In July 2022, His Excellency, the President of the Philippines, Mr. Ferdinand Marcos, laid out a comprehensive vision for the digital acceleration of the Philippines, aiming to achieve specific goals, including nationwide internet connectivity, by 2028. This strategy involves investing in public broadband, connecting remote areas, bolstering cybersecurity, and advancing the e-Government agenda. To facilitate this transformative plan, the Department of Information and Communications Technology (DICT) has initiated the First Digital Transformation Policy Project (Development Policy Loan). To this end, and to realize the vision of the Marcos Presidency, the World Bank (WB) is financing the Philippine Digital Infrastructure Project (the “Project”). This concerted effort aims to forge a coherent and efficient whole-of-government program, reaching various sectors of society, and underscores a steadfast commitment to achieving digital inclusivity in alignment with the national vision. The Project will improve the broadband connectivity in the country, including giving considerations to efficiency, costs and security of the network. It includes components on (i) National Fiber Backbone, (ii) Middle-mile, (iii) Last-mile; and (iv) Network Security, along with (v) Project Management Support.

The proposed Project’s objectives align with the Philippine Development Plan (PDP) 2023-2028 development agenda for the infrastructure sector, which calls for modernizing and expanding the country"s digital infrastructure to facilitate movement of information and achieve seamless and inclusive connectivity (under Chapter 12: Expand and Upgrade Infrastructure). Within the ICT sector, the project also supports the implementation of the following major sectoral plans and issuance: (i) National Broadband Plan, which provides the blueprint to achieve universal, faster and affordable broadband internet access; (ii) National Cybersecurity Plan (NCSP) 2023-2028, which provides the policy direction and operational guidelines on building cybersecurity capacities and strengthening cybersecurity defenses; and (iii) Republic Act No. 10929 or the Free Internet Access in Public Places Act, which aims to provide free access to internet service in public places throughout the country. The project, which aims to improve broadband connectivity, is also included as a priority investment undertaking under the Philippine Public Investment Program (PIP) 2023-2028 and the Three-Year Rolling Infrastructure Program (TRIP) 2025-2027.

OBJECTIVE

The DICT will establish the Project Implementation Unit (PIU) for the PDIP and is seeking to hire an individual consultant as a Procurement Specialist. This individual consultant will directly to the Project Manager, and will be responsible for overseeing and managing all procurement-related aspects of the Project.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Project Manager, the Procurement Specialist is required to perform the following specific duties and responsibilities:

Develop the Project Procurement Strategy for Development (PPSD), outlining how procurement will align with the project’s development objectives and ensure value for money, considering the local market context. The Consultant shall update the PPSD within the three months of contract signature.

Prepare and facilitate the implementation of procurement plans, detailing the equipment and services required to initiate the project effectively.

Coordinate the preparation of Terms of Reference (TORs) and technical specifications for services, goods, and works in close collaboration with technical experts and relevant stakeholders.

Draft and finalize procurement and bidding documents, including Requests for Proposals (RFP) and Expressions of Interest (EOI), in coordination with technical specialists and relevant stakeholders.

Publish bidding invitations and prepare general and specific notices, as well as requests for expressions of interest for advertising.

Plan, document, and track procurement transactions through key stages of the process using the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system.

Ensure timely bid openings, the evaluation of technical and financial proposals, and the preparation of evaluation reports.

Assist in drafting contracts between DICT and successful bidders, ensuring no-objection requirements (if applicable) are met, and follow up on the signing process.

Collaborate with Contract Managers to ensure the delivery of goods, services, and works as per contract provisions.

Oversee the timely receipt of goods, services, and works under various project contracts.

Prepare periodic procurement progress reports.

Manage procurement-related information requests and complaints.

Ensure that procurement documents reflect cross-cutting project priorities and policy commitments, such as stakeholder consultation, climate-smart initiatives, energy efficiency, and accessibility requirements.

Perform any additional tasks as assigned by the Project Manager.

REPORTING

The Consultant will work as part of the PIU. He/She will report to and work under direction of the Project Manager of the PIU and the Senior Procurement Consultant. The Consultant will work in close cooperation with DICT and other relevant stakeholders to ensure that the Project is implemented effectively, aligns with Project objectives, adheres to timelines, and meets all regulatory and procedural requirements.

REQUIRED COMPETENCIES AND KNOWLEDGE
