Assignment Title: Engagement of Technical Consultant under the Project Implementation Unit - Communications Officer

The Department of Information and Communications Technology (DICT) has received financing from the World Bank toward the cost of the Philippines Digital Infrastructure Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the hiring of a Communications Officer who will directly report to the Project Manager and will be responsible for the design and implementation of a communication strategy to inform internal and external stakeholders, users of public facilities to be connected under the project, beneficiary departments, private sector stakeholders, and the wider public of the project activities to be implemented under the PDIP. The list of duties and responsibilities is provided in the detailed Terms of Reference (TOR) attached as “Annex A”. The engagement is a time-based contract for forty-eight (48) months period inclusive of a 6-month probation period. The Estimated Price Cost (EPC) per month is: ONE HUNDRED NINETY-NINE THOUSAND NINE HUNDRED NINETY-NINE PESOS AND 96/100 (Php199,999.96). The location for this position is at the designated office of the DICT in Quezon City, Philippines.
The DICT now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are the following:
REQUIRED COMPETENCIES & KNOWLEDGE
Proficient in ICT-based office applications and tools, including word processing, spreadsheets, data processing, and PowerPoint.
Excellent command of English and Tagalog, with strong interpersonal and communication skills.
Sound understanding of the telecommunications sector and related policies and programs in the Philippines is an asset.
Solid understanding of project planning, coordination, and implementation, with strong analytical capabilities.
Applies critical thinking to improve current approaches and introduces new solutions that deliver results. Inspires and influences others to drive innovation.
Takes personal and team responsibility to meet deadlines and achieve results. Continuously seeks improvement and acts as a strategic consultant to deliver impactful solutions.
Contributes productively to team performance and ensures effective communication within and between teams. Resolves conflicts constructively and values diverse perspectives.

ACADEMIC QUALIFICATIONS AND EXPERIENCE
Degree (Masters or Bachelors) in Communications, Public Relations, Journalism or equivalent.
At least 6 years’ work experience in the field of public information, media and communication.
Experience with projects financed by international organizations will be an advantage.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers, Fifth Edition dated September 2023 (“the Regulations”), as per financing agreement, setting forth the World Bank’s policy on conflict of interest.

BACKGROUND
In July 2022, His Excellency, the President of the Philippines, Mr. Ferdinand Marcos, laid out a comprehensive vision for the digital acceleration of the Philippines, aiming to achieve specific goals, including nationwide internet connectivity, by 2028. This strategy involves investing in public broadband, connecting remote areas, bolstering cybersecurity, and advancing the e-Government agenda. To facilitate this transformative plan, the Department of Information and Communications Technology (DICT) has initiated the First Digital Transformation Policy Project (Development Policy Loan). To this end, and to realize the vision of the Marcos Presidency, the World Bank (WB) is financing the Philippine Digital Infrastructure Project (the “Project”). This concerted effort aims to forge a coherent and efficient whole-of-government program, reaching various sectors of society, and underscores a steadfast commitment to achieving digital inclusivity in alignment with the national vision. The Project will improve the broadband connectivity in the country, including giving considerations to efficiency, costs and security of the network. It includes components on (i) National Fiber Backbone, (ii) Middle-mile, (iii) Last-mile; and (iv) Network Security, along with (v) Project Management Support.
The proposed Project’s objectives align with the Philippine Development Plan (PDP) 2023-2028 development agenda for the infrastructure sector, which calls for modernizing and expanding the country"s digital infrastructure to facilitate movement of information and achieve seamless and inclusive connectivity (under Chapter 12: Expand and Upgrade Infrastructure). Within the ICT sector, the project also supports the implementation of the following major sectoral plans and issuance: (i) National Broadband Plan, which provides the blueprint to achieve universal, faster and affordable broadband internet access; (ii) National Cybersecurity Plan (NCSP) 2023-2028, which provides the policy direction and operational guidelines on building cybersecurity capacities and strengthening cybersecurity defenses; and (iii) Republic Act No. 10929 or the Free Internet Access in Public Places Act, which aims to provide free access to internet service in public places throughout the country. The project, which aims to improve broadband connectivity, is also included as a priority investment undertaking under the Philippine Public Investment Program (PIP) 2023-2028 and the Three-Year Rolling Infrastructure Program (TRIP) 2025-2027.
OBJECTIVE
The DICT will establish the Project Implementation Unit (PIU) for the PDIP and is seeking to hire an individual consultant as a Communications Specialist. This individual consultant will directly to the Project Manager and will be responsible for the design and implementation of a communication strategy to inform internal and external stakeholders, users of public facilities to be connected under the project, beneficiary departments, private sector stakeholders, and the wider public of the project activities to be implemented under the PDIP.
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Project Manager, the Communications Specialist is required to perform the following specific duties and responsibilities:
Develop and implement a comprehensive outreach strategy to raise community awareness about the available client feedback and Grievance Redress Mechanisms (GRMs) within the project, ensuring beneficiaries are informed on how to share their feedback.
Design an internal and external communications and information strategy within the project framework, aligning it with existing communication plans wherever possible. Execute communication activities to promote and disseminate information about the PDIP.
Create a communication strategy tailored to the project, integrating it with any existing communication plans to maximize impact and coherence.
Produce public relations materials, including editing and layout of reports and promotional materials, while assisting in the planning and publicizing of project activities and milestones.
Prepare and edit project-relevant communication materials, including speeches, press releases, articles, scripts for public service announcements, and interview discussion points.
Collaborate with communication partners and service providers such as advertising agencies and publishing houses to ensure the effective execution of the communication strategy.
Organize and participate in communication activities and events, such as press conferences, interviews, and press visits, serving as the project"s Communication Focal Point for managing press and media inquiries.
Lead and coordinate assignments related to knowledge management, marketing, communications, branding, and outreach. Evaluate the effectiveness of communication tools and activities to measure their impact on achieving project objectives.
Contribute content related to the project for dissemination via DICT’s website and social media platforms, ensuring consistent and effective communication.
Manage and coordinate day-to-day activities related to enhancing the project"s visibility. This includes liaising with technical teams at the World Bank and DICT to ensure timely implementation of communication-related project activities.
Prepare and submit quarterly reports, including narrative, status, and financial updates on progress, to management, the Project Implementation Unit, and other relevant bodies, following approved project reporting formats.
Utilize social media and other interactive tools to enhance the visibility of the project, highlighting its achievements, challenges, and successes.
Assist in the development of instruments for beneficiary feedback and citizen engagement to ensure that these mechanisms are effective and responsive.
Perform any other related duties as assigned, contributing to the overall success of the project"s communication efforts.
REPORTING
The Consultant will work as part of the PIU. He/She will report to and work under direction of the Project Manager of the PIU. The Consultant will work in close cooperation with DICT and other relevant stakeholders to ensure that the Project is implemented effectively, aligns with project objectives, adheres to timelines, and meets all regulatory and procedural requirements.
