Assignment Title: Project Management Senior Adviser for the Energy Utility Performance and Reliability Improvement Project (EUPRIP)
The Independent State of Papua New Guinea has received financing from the World Bank toward the implementation of the Energy Utility Performance and Reliability Improvement Project and
intends to apply part of the proceeds for consulting services. The Implementing Agency for EUPRIP is PNG Power Limited (PPL) with a Project Implementation Team (PIT).
The Project Management Senior Advisor (PMSA) will act as a deputy Project Manager (PM), providing both advisory support and hands-on implementation management support to the PM, and shall
assume responsibility for the internal coordination of the PIT. PMSA will have the lead responsibility for coordinating all project management activities, including procurement activities,
management of the contract with the Owners Engineer, other external consultants, and other PPL members in PMU, as well as management of the contracts for the works and installation of materials
and equipment, entered under the Project.

PNG Power Limited now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the Services. Firms’ staff may express interest through the employing firm for the assignment and,
under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The shortlisting criteria are:
Mandatory Requirements:
Bachelor’s degree (or higher) in engineering, management, business, economics, or equivalent from a recognized institution
At least ten years of relevant project management and/or infrastructure project management, operation, or administration experience, preferably in power utility companies and/or energy
companies.
Desirable Requirements
A track record of engaging in high-level dialogues and consensus-building at different levels of management.
Experience in high-level engagement with national governmental agencies.
Experience in working with international organizations or development agencies, or implementing donor funded projects.
Experience in managing contractors and consultants, and ability to prioritize competing demands and ensure timely project execution.
Experience in managing or engaging in infrastructure projects in varied environments, such as developing areas or remote areas. This also includes sustainable and renewable energy
solutions.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (5th Edition)
February 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Terms of Reference
Assignment: Project Management Senior Adviser for the Energy Utility Performance and Reliability Improvement Project (EUPRIP)

Duration: 12 months, with potential for extension (full-time position)

Background: EUPRIP Scope
The Energy Utility Performance Improvement Project (EUPRIP) aims to improve the operational performance of PPL and enhance the reliability of electricity supply in the Project Area[1]. The
project is funded by the World Bank in the amount of USD30 million. The project has four (4) components:
Component 1 — Urgent rehabilitation and upgrade of PPL infrastructure (USD16.3 million) supports the execution of investments in the urgent rehabilitation and upgrade of
medium voltage distribution network, substations, and control and protection functionality. (Due to the restructuring, Component 1 will support medium voltage distribution network
subcomponent.)
Component 2 — Implementation of key components of the Performance Improvement Plan (PIP) for PPL (USD9 million) supports the implementation of key components of the PIP and
has two components. (Due to the restructuring, Component 2 will not be implemented.)
The incorporation of tools to support management will support PPL"s incorporation of management information systems (MIS) to enable more efficient and transparent processes
and activities in all business areas: operation and maintenance of assets for electricity supply, the handling of customers’ claims, commercial functions, and management of corporate
resources and databases supported by a geographic information system.
Revenue protection and optimization will support activities to reduce non-technical losses in supply (unmetered consumption) through systematic remote recording and
monitoring of consumption by large users.
Component 3 — TA on least-cost power development plan and implementation (USD1.6 million) provides technical assistance to support any supplementary planning and
preparatory studies needed to implement the least-cost power development plan to achieve the country’s electrification targets. (Due to the restructuring, Component 3 will support selected
TA sub-components.)
Component 4 — Project management support (3.1million) provides technical and operational assistance to support PPL on project management and implementation. .(Due to the
restructuring, Component 4 will support selected sub-components.)
EUPRIP Implementation and Management
Overall responsibility for oversight and implementation of the Project lies with PPL, which will also be the single implementing agency for the Project.
PPL has established a Project Management Unit (PMU), housed within PPL’s Asset Development Office, which is responsible for implementing new capital investment projects.
The PMU is headed by a Project Manager(PM), reporting to the PPL General Manager Asset Development. The core PMU will include PPL staff as well as external
consultants, as needed to optimally staff the PMU with necessary expertise. The core PMU includes:
Project Manager (PPL Staff)
Project Management Senior Advisor (external consultant, this position)
Social Safeguard and Gender Officer (external consultant)
The PMU is responsible for the day-to-day implementation of Project activities, including coordinating and executing procurement for the Project. The core PMU will be complemented by staff
from appropriate departments of PPL, or additional external consultants -- as the case may be -- as required for implementation of the various Project components.
PPL hired an Owner’s Engineer (OE) for the Project, an engineering individual consultant, who will be responsible for reviewing project design and technical
specifications, preparing bidding documents for contractors and consultants for the limited project components, help conduct the bidding process and selection of contractors and consultants,
supervise implementation of works and supply & installation contracts, and prepare project progress reports. The OE will report to the PPL’s PM (the head of the PMU) and work under the
overall guidance of the PM and The Project Management Senior Advisor (PMSA).
The PMU has adopted and is asked to periodically review a ProjectImplementation Manual (PIM). The PIM includes detailed procedures for
implementation of the Project, as set out in the Project Agreement with the World Bank.
The Government of Papua New Guinea will establish a Project Steering Committee (PSC) for the Project. The PSC will be primarily responsible for overseeing the progress of
Project implementation and ensuring coordinated efforts by all relevant stakeholders. The committee will consist of, inter alia, representatives from the Department of Treasury, Department of
National Planning and Monitoring, Kumul Consolidated Holdings, Department of Energy, and PPL. Further details on the Project Steering Committee will be set out in the PIM.
Project Management Senior Adviser: Scope of Work
PMSA is required by PPL to ensure the successful and speedy implementation and management of the EUPRIP. The PMSA will be a part of the PMU and will report to the PM. The main tasks of the
PMSA are listed below. The list is not meant to be exhaustive and the PMSA will support other reasonable requests related to the Project by the PM and PPL Management throughout the assignment
to help ensure successful implementation of the Project.
Specific tasks
The PMSA will act as a deputy PM, providing both advisory support and hands-on implementation management support to the PM, and shall assume responsibility for the internal coordination of
the PMU. PMSA will have the lead responsibility for coordinating all project management activities, including procurement activities, management of the contract with the OE, other external
consultants, and other PPL members in PMU, as well as management of the contracts for the works and installation of materials and equipment, entered into under the Project. The key specific
tasks for which the PMSA shall be responsible include the following, but not limited to:
Within the first 3 weeks of the assignment, conduct a rapid diagnostic of the EUPRIP project to identify critical implementation bottlenecks, root causes for current implementation delays,
and risks. Based on this, develop and present a comprehensive and time-bound remedial/recovery action plan with clear timelines, priorities, resource adjustments, consultation with the PM,
other PMU’s PPL staff and external consultants, which will be reviewed and endorsed by the PM and PPL Management.
Assist the PM in overseeing and managing the EUPRIP and the PMU. As a senior staff of the PMU, while directly reporting to the PM, the PMSA will also collaborate with the PPL CTO and the
Project Steering Committee.
Assist the PM in managing the work of the OE, various individual consultants (ICs) and officers who shall be recruited by EUPRIP, and in ensuring compliance with the EUPRIP project legal
agreements, covenants, assurances, procurement plan (PP), annual work plan and budget (AWPB), and other relevant project documents.
Assist the PM in managing the procurement of contractors effectively and promptly to implement all sub-projects, with assistance and support from the OE and relevant PMU staff and
consultants.
Conduct regular and as-needed project site visits to ensure that project activities are implemented timely and with the requisite quality and efficiency, and consistent with the
contractors’ contractual obligations.
Assist the PM in managing project construction phases effectively, including sending letters of acceptance and notices to proceed, implementing and monitoring contractors" quality assurance
plans and environmental management plans, monitoring consultant/contractor/vendor programs, and progress, processing progress claims, reviewing change orders and time extension, providing
employer/owner sign-off at hold points, overseeing the OE’s reviews of works and supply & installation contracts, overseeing the Project Engineer’s reviewing of contractors"
construction drawings for compliance with the design intent and specifications, coordinating environmental and social safeguard activities, overview commissioning, and providing oversight of
contract implementation with assistance and support from the OE and relevant consultants.
Assist the PM in coordinating with the PPL management, relevant government authorities, affected communities, the World Bank, and other stakeholders to achieve the project outputs and
outcomes.
Ensure effective communication with all the stakeholders.
Lead responsibility for monitoring project implementation progress and schedule, and developing, reviewing and revising the project implementation schedule as needed, based on the project
objectives and PPL strategy and contractual obligations of the contractors, with the assistance and support from the OE and PMU team members.
Take the lead in updating the key project implementation documents (Annual Work Plan Budget (AWPB), Procurement Plan (PP), Project Implementation Manual (PIM), etc.) in a timely manner,
with assistance and support from the OE and relevant PMU staff and consultants, to facilitate project management and World Bank reviews and clearances, as needed.
Ensure that all project reports are prepared timely and with requisite completeness and quality, and submitted to the relevant authorities and financiers (the World Bank), as per the
project agreements and the institutional and contractual reporting requirements.
Assist the PM in ensuring orderly and timely disbursement of project funds, with assistance and support from the OE and responsible PMU staff and consultants and the relevant divisions of
PPL.
Assist the PM, together with the FM specialist, and with assistance from the Department of Treasury, Department of National Planning and Monitoring DoT, and the responsible PPL other
divisions, in ensuring that all relevant internal and external project and corporate audit reports are prepared in time and submitted to the Government and to the World Bank, as required by the
project legal agreements.
Ensure proper document archiving by the PMU (Including project reports, minutes, contractual documents, etc.). Review and check the management, financial and administrative activities of
the PMU are complete and properly documented to meet the contractual and legal requirements and facilitate project reporting and audits.
Support the PM in developing and executing a stakeholder engagement or act as the interim PM, ensuring alignment and communication with PPL Management, PPL Board, KCH, DNPM, DOT and other
government agencies.
Report to the PM regularly. Expected reporting documents are:
Monthly progress reports
Maintain and timely update a project risk register, and report it to the PM, as needed.
Updating Implementation schedule with acceleration plan, as needed.
Bi-monthly project remedial/recovery report based on monthly progress and risk analysis.
Draft Implementation Completion Report (ICR), starting six months before the EUPRIP closing date.
The PMSA contract is subject to a performance evaluation review conducted at the midpoint. The review shall be based on the timeliness and quality of performing the assigned
responsibilities within the budget, and on the overall progress of the project. Any changes in the stated responsibilities will need to be approved by the PM and PPL. PPL reserves the right to
terminate the contract i) if outputs are not achieved on time or are of poor quality, ii) services are no longer required, or iii) for any other reasons in the interest of the project.
Pre-termination of the contract is subject to four weeks’ notice. The contract could be extended with agreement of both parties, subject to satisfactory performance review and if required for
successful Project implementation.
Qualifications Requirements
The following requirements for the position are mandatory:

The following requirements for the position are desirable:

Duration and Payment
This is a full-time position with an initial contract of one year, assuming 20 working days a month. An extension beyond the initial term would be based on an ongoing requirement,
satisfactory performance, and availability of funding. Note that the assignment will end by June 2026.
Although the consultant is expected to be in the country full time, time worked outside of the country of assignment should be agreed in writing by the PM if necessary.
Per diem is payable on the number of days spent according to the time sheets; to be approved monthly by the CEO through PM submission.
All travel costs incurred in travel from consultant’s location to PNG and return may include airfare, taxi fares, visas, inoculations, routine medical examinations, porterage fees,
in-and-out expenses, airport taxes, etc. Expenses will only be reimbursed at cost with supporting documents/receipts up to the maximum thresholds.
All Project related domestic travel to be paid for by the Project and is not included in the proposed reimbursable costs.
Working arrangements
The PMSA is expected to spend full-time for the project in Papua New Guinea at the offices of the PMU. PPL will provide office space for the consultant.
Confidentiality and Intellectual Property
All deliverables, documents, and outputs produced under this assignment shall remain the property of PPL.
The PMSA shall treat all information obtained during the assignment as confidential and shall not disclose any part without written consent from PPL.
[1] The Project Area means the geographical areas where Project activities will be implemented, namely, areas along PPL’s electricity transmission and distribution grid in the capital city of
Port Moresby and the Ramu and Gazelle grids, including Taraka and Milford substations, as described in the Project Implementation Manual (PIM).
