INVITATION TO BID

The Mactan-Cebu International Airport Authority (MCIAA), through its Bids and Awards Committee (BAC), invites interested bidders to participate in the bidding of the herein described project as follows:

Name of Contract One (1) Lot- Construction of a New Guard House and Repair of Existing AMA Gate 2 Facilities at MCIAA

Location MCIAA, Lapulapu City
Brief Description To construction of guard house and repair of AMA gate 2 facilities which includes existing guardhouse, gate and roadway

Approved Budget for the Contract (ABC) Php2,449,640.00
Contract Duration Sixty (60) Days

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 12009. Prospective bidders should possess a valid PCAB License applicable to the above type and cost of the contract, and have completed, from the date of submission and receipt of bids, a similar project as defined in the BDS with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Instructions to Bidders (ITB). Bidding is restricted to sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

A complete set of Bidding Documents may be obtained by prospective bidders on June 4, 2025 up to June 24, 2025 @ 9:00 A.M., MCIAA BAC Office, 3rd Floor, New MCIAA Corporate Building, Airport Road, Mactan-Cebu International Airport, upon payment of a non-refundable fee of Two Thousand Five Hundred Pesos and 00/100 (Php2,500.00). All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB. Late bids shall not be accepted. Bids received that exceed the ABC shall automatically be rejected at bid opening.

All particulars relative to Bid Security, Performance Security, Pre-Bid Conference, Eligibility Check, Evaluation of Bids, Post-Qualification and Award of Contract, among others, shall be governed by the pertinent provisions of RA 12009 and its IRR. The schedule of other activities is as follows:

Pre-Bid Conference June 11, 2025 @ 9:30 A.M
Deadline for Submission of Bids and Opening of Bids June 24, 2025 @ 9:30 A.M.

The MCIAA assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.

The MCIAA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidders.
