TERMS OF REFERENCE
The Department of Human Settlements and Urban Development (DHSUD) Region I, through its Bids and Awards Committee (BAC), invites reputable security
agencies to submit their quotation for the Procurement of Security Services for the period May 1, 2025 to December 31, 2025 with an Approved Budget for the
Contract (ABC) FIVE HUNDRED FORTY-FOUR THOUSAND and 00/100 PESOS (₱544,000.00) which the agency will procure through Small Value Procurement in
accordance with Section 53.9 of the Implementing Rules and Regulations (IRR) of Republic Act No. 9184.
I. SCOPE OF SERVICE/ REQUIREMENTS
Security Agency
1. The Security Agency must be duly licensed, registered, and a member of PHILIPPINE ASSOCIATION OF DETECTIVE AND PROTECTIVE AGENCY OPERATOR (PADPAO) with
operating permits and other statutory requirements. It must have engaged in the business for at least three (3) years;
2. Must be duly registered with the Social Security System (SSS), Home Development Mutual Fund (HDMF / PAG-IBIG) and Philippine Health Insurance
Corporation (PHIC);
3. The Security Agency must provide two (2) licensed security guards on a 24-hour working schedule daily from Mondays to Sundays, including holidays;
4. The Security Agency shall provide consistent and best quality service through qualified, licensed, uniformed, highly trained and armed security guards,
who shall guard and protect the properties and premises of DHSUD Region I, twenty-four (24) hours daily including Saturdays, Sundays and Holidays. Security
guard’s post shall be at the ground floor entrance of Florentino Building and do regular roving in and around the office premises, especially at night
time to ensure that no trespassing or other illegal activities are conducted within the premises of DHSUD Region I specifically the rented office space at
the second (2nd) and third (3rd) floor of the said building;
5. The Security Agency shall secure ingress and egress within the DHSUD Region I premises of all persons or vehicles, and things/materials brought in and
out of the said premises including the conduct of reasonable check on persons and properties as regularly done in public or private establishments and
places for purposes of ensuring safety and security against unauthorized persons, vehicles, and/or things or materials;
6. The Security Agency shall immediately make the necessary reports of any incident/s to DHSUD Region I management and/or concerned authorities for
purposes of police and other official investigation;
7. The security guards assigned must be provided with proper agency uniforms and visible identification badges;
8. The security guards must be equipped with original, branded firearms and functional high capacity 9mm pistol or Caliber 38 revolver and duly licensed
with ammunitions necessary in the course of their security enforcement and maintenance of peace and order at the premises of DHSUD Region 1 rented office
areas (please refer to ANNEX “A”); and
9. The Security Agency shall be liable for any actions by the Security Guards detailed outside the ambit of this Terms of Reference.
Security Personnel
1. The assigned security guards must have previous experience of at least a year or more and with adequate knowledge in communicating in English and/or
Filipino. He/ She must be reliable, honest and courteous (please refer to ANNEX “B”);
2. The security guards must undergo and pass the required psycho-neuro and medical examination and drug test within three (3) months from the start of
rendering the security services; and
3. The security guard must be ready to perform other tasks as may be required by DHSUD Region I management, related to security, safety and protection such
as registering visitors, reasonable inspection of bags, inspection of articles, escorting VIP’s and other administrative function deemed to be consistent
with their tasks.
II. CONTRACT PERIOD AND EXTENSION
The Contractor/Security Agency shall provide two (2) security guards on a 24-hour working schedule daily (7:00 AM to 7:00 PM and 7:00 PM to 7:00 AM)
Mondays to Sundays for the period of eight (8) months from May 1, 2025 to December 31, 2025. The Contractor/Security Agency, upon assumption of its duty,
shall be subject to semestral performance evaluation to determine the need for the retention of its services, consistent with GPPB Resolution No. 24-007
dated 28 September 2007.
Upon expiration of the contract, the security services shall be automatically enforceable on a monthly basis until after the perfection of new
contract.
III. QUOTATION
The quotation shall contain a breakdown of all costs, including supplies and equipment, necessary for the execution of the contract.
Sealed quotations and documentary requirements must be delivered or submitted to the BIDS and AWARDS COMMITTEE at 2nd Floor, Florentino Building, General
Luna Street, Barangay IV, San Fernando City, La Union on or before April 28, 2025, at 10:00 AM. Quotations maybe printed or typewritten and placed in a
sealed envelope marked “RFQ-SVP-2025-0029 PROCUREMENT OF SECURITY SERVICES for FY 2025 - TWO (2) SECURITY GUARDS”. Documentary requirements are placed
in another sealed envelope and marked “DOCUMENTARY REQUIREMENTS - PROCUREMENT OF SECURITY SERVICES for FY 2025 - TWO (2) SECURITY GUARDS”. Late
quotation/s shall not be accepted.
IV. PAYMENT AND DELIVERY
The monthly payment for the services will be processed upon receipt of the monthly billing statement and daily time record based on actual number of days
or hours rendered to DHSUD Region I, hence, maybe computed by a fraction of a month. Certificate of Acceptance of Output by the end-user for the last month
service in the contract is required.
V. FUND SOURCE
This project is included in the Annual Procurement Plan of the Department chargeable against budget for the year 2024 General Appropriations Act. Approved
Budget for the Contract is ₱544,000.00.
DHSUD Region 1 reserves the right to accept or reject any or all quotations and impose additional terms and conditions as it may deem proper.

ANNEX “A”
LIST OF EQUIPMENT TO BE SUPPLIED BY SECURITY AGENCY
A. Firearms / Ammunition

B. Communication Equipment to Be Supplied by the Security Agency
The Security Agency shall also provide communication equipment to Security Guard that will serve as back-up in case problems should arise in existing
communication gadgets to ensure continuity of communication among the security guards, the client and agency and ensuring faster reaction to any
eventuality.
ANNEX “B”
ADDITIONAL SET OF TECHNICAL PARAMETERS
Security Services
I. Stability
a) Years of Experience: The security agency should have at least three (3) years of experience in the industry.
b) Liquidity of Contractor: Net Financial Contracting capacity (NFCC) at least equal to the ABC or Committed Line of Credit at least equal to 10% of ABC;
and
c) Organizational Set-Up
II. Resources
a) Number of Licensed Firearms: One (1) licensed firearm
b) Number and Kind of Communication Devices: One (1) Cellular Phone
c) Number of Licensed Guards: Two (2) Licensed Guards
III. Security Plan
a) Detailed measures and innovations to be undertaken to ensure that entry and exits of personnel are monitored, loss of equipment and valuables are
mitigated, and threat to property and personnel are secured.
b) For bomb threat, fire, robbery, hostage situation & natural calamities and pacifying of misbehaving client’s and or employees.
IV. Other Factors
a) Recruitment and Selection Criteria of Security Guards
1. Medical certificate, neuro/psychiatric and drug tests with proof of certificate from government accrediting granting office.
2. High School Graduate or two (2) years in college.
3. At least 28 to 55 years of age
4. Has undergone Pre-Licensing Training Programs for new recruits, or Refresher Programs for security guards with more than one (1) year experience.
5. With good moral character and reputation supported with NBI Clearance.
6. Knows how to deal pleasantly and courteously with personnel, clients and the general public, supported with Certification form the Security
Agency.
b) Completeness of Uniforms and Other Paraphernalia
1. Security Equipment to be provided to the security guards shall be delivered by the Contractor/Security Agency, at its own expense, in coordination with
the General Services Officer of the Administrative and Finance Division of the Department which shall take into account the proper utilization of such
equipment/supplies:
Standard firearms to be issued to guards must be high capacity 9mm pistols or Caliber 38 revolver; and that the Security Agency shall warrant that the
forecited firearms are duly licensed and that all the guards have required permits to carry and possess the same;
Cellular Phone and/or wireless communication device;
Flashlights;
Whistle;
Medical first aid kit
