SUPPLY OF FUEL OFFICIAL TRAVEL FOR VICE MAYOR

1. The Local Government Unit of Arakan, through the GENERAL FUND FY 2025 intends to apply the sum of Two Hundred One Thousand Four Hundred Ninety-Four Pesos (php 201,494.00) being the ABC to payments under the contract for SUPPLY OF FUEL OFFICIAL TRAVEL FOR VICE MAYOR with Project Identification Number 2025-G-9. Bids received in excess of the ABC shall be automatically rejected during bid opening.

The Local Government Unit of Arakan now invites bids for the above Procurement Project. Delivery of the Goods is required within 30 Calendar Days upon receipts of the Purchase Order. Bidders should have completed a contract similar to a project from the date of submission and receipt of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders).

2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

3. Prospective Bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address below during 8:00 AM to 5:00 PM during Monday to Friday excluding holidays.

4. A complete set of bid documents may be acquired by interested bidders on FEBRUARY 17, 2025 to FEBRUARY 24, 2025, from the given address below two (2) days after the submission of the letter of intent and upon payment of the applicable fee of the bid documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (Php500.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees be presented in person.

5. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address indicated below on or before February 25, 2025; at 1:30 p.m. Unsealed or unmarked bid envelopes shall also be rejected. Late bids shall not be accepted.

6. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

7. Bid opening shall be on February 25, 2025; at 2:00 P.M. at The BAC Office, Municipal Gymnasium. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

8. Each Bidder shall submit One (1) Original and Two (2) copies of the first and second components of its bids with long folder, separate folder for the technical components and financial Components, 1st copy-marked as “ORIGINAL”; 2nd copy marked as “COPY 1”; 3rd copy-marked as “COPY 2” and enclose their Original Eligibility Documents and Technical Requirements in one sealed outer Expanded Envelope.


NOTE: WITH TABBING EACH FOLDER.

8. The Bids and Award Committee reserves the right to reject any bids, declare a failure of bidding, or not award the contract at any time before the contract award by Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
