Invitation to Bid

1. The MLGU-TANUDAN, KALINGA, through t h e L G F - F Y 2 0 2 5
G A A i n t e n d s t o a p p l y t h e sum of Three Hundred Thousand Pesos(Php 300,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the PROCUREMENT OF DRUGS AND MEDICINES at the RHU,MABACA TANUDAN KALINGA. Bids
received in excess of the ABC shall be automatically rejected at bid opening.
2. The MLGU-TANUDAN, KALINGA now invites bidders for the supply and delivery for the PROCUREMENT OF DRUGS AND MEDICINES at the RHU, MABACA, Tanudan, Kalinga. Delivery of Good is required not more than Fifteen (15) Calendar Days from the Issuance of Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”
(i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
(ii) Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.
4. Interested bidders may obtain further information from the Bids and Awards Committee (BAC) and inspect the Bidding Documents at the address given below starting February 17,2025 to February 24,2025 from 8:00 AM -5:00 PM Monday – Friday except holidays.
5. A complete set of Bidding Documents may be acquired by interested bidders on February 17,2025 to February 24,2025 at the Office of the Bids and Awards Committee MLGU-Tanudan, Kalinga upon payment of the non- refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (PhP:500.00) only.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. Bids must be duly received by the BAC Secretariat at the address below on or before on February 24,2025(Monday) at 9:00 AM. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause.
Bid opening shall be on February 24,2025(Monday) at 9:00 AM at the Office of the Bids and Awards Committee, MLGU- Tanudan, Kalinga. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
7. Only bidder who were able to purchase necessary bidding documents will be entertain to participate in the said bidding at MLGU-Tanudan,Kalinga.
8. The MLGU-Tanudan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
9. The MLGU-Tanudan assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
