Assignment Title : Consultancy for the 4Ps Re-Engineering Blueprint Design
and System Development

The Government of the Philippines (GOP) has received financing from the World Bank toward the cost of the Beneficiary FIRST Social Protection Program and it intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include implementation of a comprehensive process, data, and systems re-engineering and development of a new version of the Pantawid Pamilya Information System (PPIS). The ultimate goal of this assignment is to deliver a new version of the PPIS that is more robust, efficient, and scalable, capable of effectively supporting the 4Ps program’s mission of improving the lives of millions of Filipino families. The Services is expected to start by March 2025 and end by May 2026. The detailed Terms of Reference (TOR) for the assignment is attached as Attachment 1 (https://drive.google.com/drive/folders/1DUN-QYdmkOX1ubd-ZhcWb1xg9L9Cf6yd?usp=sharing).
The Department of Social Welfare and Development (DSWD) – Central Office (CO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
A. At least five (5) years’ experience in:
1. Integrating complex systems and implementing large-scale IT projects;
2. Business process improvement initiatives and BPMN documentation;
3. Designing and deploying robust ICT infrastructure solutions;
4. Facilitating organizational change, managing resistance, and fostering stakeholder buy-in throughout the project lifecycle;
5. Agile project management practices, including sprint planning, daily stand-ups, and continuous integration;
6. Data privacy regulations and information security standards (e.g., ISO 27001, GDPR compliance experience), with a strong focus on protecting sensitive social welfare data;
7. Cloud computing technologies, including cloud migration strategies, managing hybrid cloud environments, and cloud-native development;
8. Designing and implementing API-driven architectures and integrating diverse systems;
9. Optimizing large-scale systems for high performance and scalability;
10. DevOps methodologies and tools for continuous integration/continuous deployment (CI/CD) to ensure smooth development and deployment processes;
11. Implementing advanced analytics solutions and creating insightful dashboards for comprehensive reporting and data analysis;
12. Designing and implementing robust disaster recovery and business continuity solutions for critical systems;
13. Evaluating, integrating, and maintaining open-source technologies;
14. Developing and delivering training programs is essential for equipping DSWD staff and stakeholders with the necessary skills to operate and maintain the re-engineered systems.
B. The firm should demonstrate a forward-thinking approach to digital transformation and innovation.
C. The firm should have adequate resources, including skilled personnel and technological infrastructure, to support the project"s requirements.
D. The firm should have a proven track record of successful project delivery, particularly in similar large-scale transformation initiatives within the public sector.
E. The firm should demonstrate a commitment to delivering high-quality solutions that meet or exceed industry standards and regulatory requirements.
F. Experience in working with government agencies, particularly in the social welfare sector, is highly desirable.
G. With at least 10 key experts who can communicate in Filipino.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the World Bank – Quality Cost Based Selection (QCBS) procedure for Consulting Services in accordance with the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated July 2016, revised November 2017 and August 2018 (“Procurement Regulation”) as well as specific provisions stipulated in Financing Loan Agreement.
