BACKGROUND
Pursuant to the Republic Act 9593, also known as Tourism Act of 2009, the Department of Tourism is mandated to conduct seminars on Philippine history,
culture, environment and related subjects, in coordination with appropriate government agencies and the private sector, specifically educational
institutions; develop training modules and conduct seminars and continuing education programs for the industry manpower, in coordination with appropriate
government agencies and tourism enterprises and associations, thereby upgrading their quality, competence and excellence in tourism services; encourage the
development of training courses and apprenticeship programs for tourist guides and other similar workers jointly with concerned tourism enterprises,
appropriate government agencies and the private sector; and enlist the participation of experts for the provision of technical assistance, training and
education programs to LGUs, tourism enterprises and other entities to improve the quality of tourism services and issue certifications to the effect that
these recipients of assistance, training and education have passed the standards set by the said experts.
Similarly, one of the goals of the National Tourism Development Plan 2023-2028 is the enhancement of overall tourist experience through enhancement of
human capital of the Philippine tourism industry through expansive training and education, institutionalizing the Filipino Brand of Service
Excellence.
Additionally, one of the Major Final Output (MFO) of the Department is Technical Assistance which includes number of persons trained in the tourism
industry and LGUs and number of training days delivered.
Acknowledging the importance of training and capacity-building in harnessing the full potential of tourism development and to provide a greater benefit to
partners and stakeholders, the Department of Tourism Region IV-A (CALABARZON) shall implement training programs across various sectors of the tourism
industry in the region.

1. Bidding procedures will be conducted in accordance with the Revised Implementing Rules and Regulations of Republic Act 9184 (R.A. 9184).
2. Quotations (hard copy) must be delivered at the DOT Region IV-A, G/F DENCRIS Business Center Building, National Highway, Brgy. Halang, Calamba City,
Laguna on or before July 24, 2024, at 9:00AM.
3. Opening of quotation shall be on July 24, 2024, 10:00AM at DOT Region IV-A Conference Room, G/F Dencris Business Center Building, National Highway,
Brgy. Halang, Calamba City, Laguna.
4. All quotations must be typed using the attached format for Proposed Quotation and Technical Specifications. Photocopied documents should bear the
"Certified True Copy" markings.
5. Provide itemized quotation based on the attached Main Documents.
Please include the following eligibility documents:

The DOT Region IV-A BAC reserves the right to accept or reject any quotation, and to annul the bidding process and reject all quotations at any time prior
to Contract award, without thereby incurring any liability to the affected bidder or bidders and to waive any minor defects or infirmities and to accept
such quotation as may be considered advantageous to the government.
