Assignment Title: Consultancy for Social and Environmental Specialist

The Consortium of Bangsamoro Civil Society, Inc. has received financing from the World Bank toward the cost of 2.7 million dollars (US$ 2.7M) and intends to apply part of the proceeds for consulting services.

The consulting services for the “Social and Environmental Specialist” referred to as the “service.” The Consultancy firm shall provide the following services within a period of 6 months, commencing from the effective date of an agreement:

• Design of environmental/social risk assessment tool that will be disseminated and used as additional guide before doing mapping of OOSC and at-risk children.
• Community risk assessment profiles and part of the baseline integrated in designing community-based workshops and consultations.
• Community consultations / FGDs per school.
• # of trained and engaged school officials and community leaders capacitated in integrating environmental/social risk assessments in their development plans (Learning Continuity Plans, Barangay Development Plans)
• A written documentation of analysis and findings of assessments
• Provide staff, partners, and key stakeholders with technical guidance through mentoring – based on the recommended measures in the findings and results of contextualized environmental risk assessments undertaken in the pilot communities.

The Consortium of Bangsamoro Civil Society, Inc., now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• At minimum, bachelor’s degree in education and social sciences.
• Advanced studies in Environmental Science (ecology, soil science, biology, geophysics, meteorology.
• Minimum of 5-7 years working in this specialized field.
• Can link community initiatives with scientific data and bodies as part of

Mentoring.

• Experience in disaster risk reduction and management, or climate change initiatives.
• In-depth knowledge of regulatory requirements, interpretations and health and safety programs.
• Aptitude to solve problems quickly with advanced conflict resolution skills.
• Excellent written and verbal communication skills.
• Outstanding analytical abilities.
• Dynamic, motivated, and detail-oriented professional with strong analytical, communication, interpersonal, and social relations, and environmental skills.
• Knowledge of Maguindanao and Lanao del Sur’s geo-physical and environmental challenges is an asset.
• Experience in conflict prone areas is also an asset.

The attention of interested Consultants is drawn to Section III, paragraphs, 3, 14, 3, 16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers’ dated November 2020, (Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.”

A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
