Assignment Title: Consultancy for the Monitoring and Evaluation for the Project No Child
Left Behind in BARMM
The Consortium of Bangsamoro Civil Society, Inc has received financing from the World
Bank toward the cost of the 2.7 million dollars (US$ 2.7M) and intends to apply part of the
proceeds for consulting services.
The consulting services for the “Monitoring and Evaluation for the Project No Child Left
Behind in BARMM” referred to as the “service” is responsible for conducting the a.)
Monitoring of the achievement of project objectives and intermediate indicators in line with
the Results Framework, b.) Develop a Monitoring and Evaluation Tool for communities and
school, and c.) analyze Monitoring and Evaluation Data and produce Monitoring and
Evaluation reports.
Consultancy firm shall provide the following services within a period of 30 months,
commencing from the effective date of an agreement:
a) A monitoring and evaluation tool for communities and schools was developed
and training was provided within 5 months.
b) Mid-term data and M and E report within 18 months.
c) Final evaluation data and M and E report within 30 months
d) Report on key findings and policy recommendations on reducing dropouts.
The Consortium of Bangsamoro Civil Society, Inc, now invites eligible consulting firms
(“Consultants”) to indicate their interest in providing the Services. Interested Consultants
should provide information demonstrating that they have the required qualifications and
relevant experience to perform the Services. The shortlisting criteria are:
a) At least 5-7 years of experience in monitoring and evaluation of internationally
funded/nationally executed development programs and projects.
b) Experience in designing tools and strategies for data collection, analysis, and
production of reports.
c) Proven ICT skills, especially in the development of MIS software for the
database.
d) Expertise in analyzing data using statistical software.
e) Strong training and facilitative skills.

f) Familiarity with the Bangsamoro socio-economic political context, particularly
in Lanao del Sur and Maguindanao.
g) Preferably can understand and speak Maguindanaoan, Maranao, and Teduray
languages.
h) With good track record especially working in multi-cultural contexts requiring
sensitivity to culture, gender, inclusion, peace, and conflict dynamics.
i) With proven track record of adherence to “Do no Harm” policy
The detailed Terms of Reference (TOR) for the assignment are attached to this request for
expression of interest.
The attention of interested Consultants is drawn to Section III, paragraphs, 3, 14, 3, 16, and
3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers’ dated November
2020, (Procurement Regulations”) setting forth the World Bank’s policy on conflict of
interest.”
Consultants may associate with other firms in the form of a joint venture or a sub consultancy
to enhance their qualifications.
A Consultant will be selected in accordance with the Selection Based on the Consultants’
Qualifications Method or CQS Method set out in the Consultant Guidelines.
