INVITATION TO BID FOR
PROCUREMENT OF TWELVE (12) UNITS RICE THRESHER
1. The Department of Agriculture-Regional Field Office 7, through National Expenditure Program ( NEP) for Fiscal Year ( FY) 2024 intends to apply the sum
of One Million Six Hundred Eighty Thousand Pesos Only (₱1,680,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for
the Procurement of Twelve (12) Units Rice Thresher Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Department of Agriculture-Regional Field Office 7, now invites Platinum PhilGEPS registered Supplier/Manufacturer/ Contractors/ Bidders to bid for
the Procurement of Twelve (12) Units Rice Thresher with the MINIMUM SPECIFICATIONS: A. PRIME MOVER: Type : Compression Ignition Engine (Diesel);Rated
Power: Minimum of 7hp for Water-cooled/Minimum of 12 hp for Air-cooled; Continuous Power: Minimum of 80% of the Rated Power; B. PERFORMANCE/CLASSIFICATION
:Threshing Recovery: Minimum of 97%; Threshing Efficiency : Minimum of 99.8%; Losses- Blower Loss: Maximum of 1.2%; - Separation Loss: Maximum of 1.3%; -
Scattering Loss: Maximum of 0.3%; - Unthreshed Loss: Maximum of 0.2%; Purity : Minimum of 97%; Mechanically Damaged Grain: Maximum of 2%; Net Cracked
Grain: Maximum of 5%; Noise Level db(A) : There shall be earmuffs or other ear protection device provided for the operator to use when 95dB(A) is exceeded
during operation; Output Capacity: Minimum of 1.5 tons/hr; Classification: Standard; Threshing Mechanism: Axial-flow, Peg-tooth Cylinder; C. OTHER
FEATURES/ACCESSORIES/PARTS: Each unit shall be provided with dust masks and set of manufacturer’s standard tools required for maintenance; With safety
markings and labels; Visual speed indicator of the threshing cylinder speed must be provided; With sifter and fan; For air-cooled engine -With pneumatic
tires and towing bar/hitch point For water-cooled engine - Without pneumatic tires but with a provision for manual carrying; With Original Equipment
Manufacturers (OEM) Manual; Deformed bars shall not be used in any sections of the machine; OTHER REQUIREMENTS: With AMTEC Test Report for the
Equipment/Machine and Engine; With Permit to Operate (Issued by BAFE) with product listing; With Certificate of Conformity (Issued by BAFE); NAMDAC
Certificate of Accreditation; Technical Specifications must be signed and sealed by a licensed Agricultural and Biosystems Engineer indicating his/her
License Number and Date of Expiry (attach photocopy of PRC ID and PTR); With Reflectorized DA Logo (4 inches diameter); With a minimum of one(1) year
warranty on parts and services (Warranty Certificate); Subject for actual demostration and training of operators/site; NOTE:Prime Mover must be coupled
during AMTEC Test; Subject for acceptance testing prior to delivery DELIVERY SITES: San Agustin, Talibon, Bohol – one (1) unit; Anoling & Canawa,
Candijay, Bohol - two (2) units; Nueva Granada, Buenavista, Bohol - one (1) unit; Estaca, Pilar, Bohol - one (1) unit; Bayog, Canlaon, Negros Oriental -
one (1) unit; Mabato, Ayungon, Negros Oriental - one (1) unit; Poblacion, Sibulan, Negros Oriental - one (1) unit; Sto. Niño, Tanjay, Negros Oriental -
one (1) unit; Poblacion, Basay, Negros Oriental - one (1) unit; Owak, Asturias, Cebu - one (1) unit; Awihao, Toledo, Cebu - one (1) unit. Forty-Five (45)
Calendar Days from receipt of the approved Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt
of bids, a contract similar to the Project to be bid. Similar Contract shall refer to procurement of Agricultural Machinery and Equipment. The description
of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016
revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or
outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant
similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
5. Interested bidders may obtain further information from Department of Agriculture-Regional Field Office 7- BAC Secretariat and inspect the Bidding
Documents at the address given below during 8:00 a.m. – 5:00 p.m.
6. A complete set of Bidding Documents may be acquired by interested Bidders on October 29, 2023, from the address below and upon payment of the applicable
fee for the Bidding Documents in the amount of One Thousand Seven Hundred Pesos (₱ 1,700.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
7. The Department of Agriculture-Regional Field Office 7 will hold a Pre-Bid Conference on
November 6, 2023-2:00 p.m. at DA Conference Room, DA Complex, Highway Maguikay, Mandaue City, which shall be open to prospective bidders.
8. Bids must be duly received by the BAC Secretariat at the address below on or before November 20, 2023- 10:00 a.m. All Bids must be accompanied by a bid
security in any of the acceptable forms and in the amount stated in ITB Clause.
9. Bid opening shall be on November 20, 2023- 10:00 a.m. at DA-RFO 7 DA Conference Room, DA Complex, Highway Maguikay, Mandaue City. Bids will be opened in
the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
11. The Department of Agriculture Regional Field Office 7 does not condone any form of solicitation on any prospective winning and losing bidders by any of
our staff/employees or any other party. Any sort of this kind shall be reported immediately to the office of the Secretary or National Bureau of
Investigation (NBI) for entrapment and proper investigation.
12. The Department of Agriculture-Regional Field Office 7 (DA-RFO 7) reserves the right to reject any and all bids, declare a failure of bidding, or not
award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby
incurring any liability to the affected bidder or bidders.
