Contract ID No. 23Z00023 - Improvement of Pumping Station Facilities - Makati Pumping Station, Makati City

• The Government of the Philippines (GoP) through the Unified Project Management Office – Flood Control Management Cluster, Metro Manila Flood Management Project, Phase 1 has received a loan from the World Bank (WB) L/A No. 8784-PH and Asian Infrastructure Investment Bank (AIIB) L/A No. 000023- 1-PHL1 toward the cost of Metro Manila Flood Management Project and it intends to apply part of the proceeds of this loan to payments under the contract Department of Public Works and Highways now invites bids for the Improvement of Pumping Station Facilities - Makati Pumping Station, Makati City/Contract ID No. 23Z00023.
• The Department of Public Works and Highways – National Capital Region now invites bids for the Improvement of Pumping Station Facilities - Makati Pumping Station. Completion of the Works is required to be completed within Three Hundred Sixty

(360) calendar days. Bidders should have completed, within five (5) years a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Sub-section 5, Section II. Instructions to Bidders and the corresponding World Bank Bid Data Sheet.

• Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the IRR of RA 9184 (R.A. 9184), with some amendments, as stated in these bidding documents and is open to all bidders from eligible source countries as defined in the applicable procurement guidelines of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification.

• Interested bidders may obtain further information from Department of Public Works and Highways – National Capital Region and inspect the Bidding Documents at the address given below from 7:00 AM to 4:00 PM.

A complete set of Bidding Documents may be acquired by interested bidders on April 5, 2023 from the address below and upon payment of the applicable fee for the Bidding Documents, in the amount of Five Thousand Pesos Only (PHP 5,000.00)

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that the bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

• The DPWH-NCR will hold a Pre-Bid Conference on April 18, 2023, 9am at DPWH – NCR Compound – Procurement Office, 2nd Flood, 2nd St., Port Area, Manila which shall be open to prospective bidders.
• Bids must be duly received by the BAC Secretariat at the address below on or before May 18, 2023, 10:00 am. All bids must be accompanied by a bid security in the amount of Philippine Peso: One Million Five Hundred Twenty Thousand Pesos Only (Php 1,520,000.00) for Cashier’s/Manager’s Check or Philippine Peso: Three Million Eight Hundred Thousand Pesos Only (Php 3,800,000.00) for Surety Bond.

Bids will be opened in the presence of the bidders’ representatives who choose to attend

at the address below. Late bids shall not be accepted.

• The DPWH-NCR reserves the right to reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
