(Two-Envelope Bidding Process)

• The Independent State of Papua New Guinea (Borrower) has received financing from the World Bank toward the cost of the Energy Utility Performance and Reliability Improvement Project (EUPRIP), and intends to apply part of the proceeds toward payments under the contract for Medium Voltage Distribution Network Upgrades - Lae and Port Moresby.
• PNG Power Ltd now invites sealed Bids from eligible Bidders for Medium Voltage Distribution Network Upgrades – Lae. Morobe Province and Port Moresby, National Capital District.
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, 6th Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): for Technical evaluation [70] %. and for Bid cost: [30] %.
• The interested bidders will have to register through PNG Power’s Tender link E-Tendering Portal at https://portal.tenderlink.com/pngpower for queries, to receive bids and to upload the bids.
• Interested eligible Bidders may obtain further information from the email tenders@pngpower.com.pg copying Donnia Bomai at dbomai@pngpower.com.pg or visit PNG Power Ltd tenders and inspect the bidding document during office hours between. 9:00 am to 3:00pm PNG time at the address given below. All responses to queries or instructions will be published on the tender-link and will supersede external verbal or email discussions outside of tender link.
• Bids must be submitted through https://portal.tenderlink.com/pngpower on or before 02nd December, 2025: 9:00 am PNG time. Hard copy submission or Email bidding is not permitted. Late Bids will be rejected. Online Technical Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend, at Port Moresby PNG Power National Office ground level, procurement conference room, corner of Wards Road & Cordia Street, Hohola, on 02nd December, 2025 at 2:00 pm PNG time. Financial Bids will remain unopened on the PPL Tenderlink portal until the time of its opening.
• All Bids must be accompanied by a Bid-Securing Declaration.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
