The Government of Pakistan has received financing from the International Bank for Reconstruction and Development (IBRD) for the implementation of Ministry of Energy (Power Division) for Procurement of IT Infrastructure for ISMO and intends to support a contract that may be awarded as per criteria mentioned in bidding documents. We invite sealed bids from eligible bidders for the “Procurement of Software & Wireless Hardware for ISMO”. The procurement shall be carried out through single stage one envelope procedure.

Note: Bidders may submit bids lot-wise, and evaluation as well as award of contract will be lot-wise

Bidding will be conducted through National Competitive Bidding (NCB). Procurement shall be done in accordance with “World Bank Procurement Regulations for IPF Borrowers (November 2020)”.

A Pre-bid meeting will be held on 10th March 2026 12:00 pm at ISMO Building, Pitras Bukhari Road, H-8/1 Islamabad. Kindly send a request through email at jawaid.rahman@ismo.gov.pk to attend the pre-bid meeting.

Two Hard Copies of Bids must be delivered to the above office address on or before 31st March 2026 and must be accompanied by a bid security. Bid Security will be submitted by bidders in favor of “Electricity Distribution Efficiency Improvement Project (EDEIP)” in shape of CDR, SDR, Pay Order, Demand Draft, Banker’s Cheque, or Unconditional Bank Guarantee @2% of total bid value for each lot, bidder is participating, issued by a scheduled Bank in Pakistan

Bids will be publicly opened in presence of the Bidders’ designated representative and anyone who chooses to attend at the address below on 31st March 2026 12:00 pm. Late submission of bids shall be returned unopened, and electronic submission is not permitted.
