• The Government of Saint Lucia has received financing from the World Bank toward the cost of the Saint Lucia - Caribbean Regional Air Transport Connectivity Project and intends to apply part of the proceeds toward payments under the contract for Runway Rehabilitation Works.
• SLASPA now invites sealed Bids from the eligible Bidders for Runway Rehabilitation Works.
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016, revised February 2025 (“Procurement Regulations”) and is open to all eligible Bidders.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 % and for the Bid cost: 30 %.

• Bids must be submitted through the Government of St. Lucia"s electronic tendering portal https://in-tendhost.co.uk/goslprocurement/aspx/Homeon or before April 14, 2026 at 10:00am local Saint Lucia time. Late Bids will be rejected. The “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, virtually through meet.google.com/sit-rfxu-mgk on April 14, 2026 at 10:00am local Saint Lucia time. “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
• All Bids must be accompanied by a (i) Bid-Securing Declaration; (ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and (iii) Local Labour Method Statement.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
