Eligibility of Bidders:
|
The Bidder or its proposed Manufacturer must have at least 05 years’ design/ manufacturing experience of similar Goods having similar or higher rating and capacity.
The Bidder or its proposed Manufacturer must have experience of at least two (02) contracts for supplying similar Goods outside the country of origin of offered
equipment/goods or within Pakistan during last ten (10) years.
The Goods of similar or higher rating and capacity supplied by the bidder should have been in satisfactory operation for a continuous period of at least three years on the
date of Bid opening.
In case of JV, all partners combined should fulfill this requirement (draft JV agreement should be provided with the bid). The bidders, who are not manufacturers themselves,
shall furnish an authorization from the concerned manufacturer to submit a bid for supply of their goods to Pakistan against this tender.

1. The Islamic Republic of Pakistan has received financing from the Agence Française de Développement (the French Development Agency) towards the cost of financing under
Agence Française de Développement (AFD) Loan. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for
AFD-11-2025: Procurement of 500kV, 220kV & 132kV String Assemblies, Aluminum Pipe & Connectors for 500kV Vehari, 500kV Sialkot and 220kV Arifwala Substations

2. The National Grid Company of Pakistan Limited (NGC, The Purchaser) now invites sealed bids from eligible bidders for the procurement of 500kV, 220kV & 132kV String
Assemblies, Aluminum Pipe & Connectors.
The material shall be procured as per detail follows:

4. To purchase the Bidding Documents in English, eligible bidders should:
• Write to address above requesting the bidding document for AFD-11-2025: Procurement of 500kV, 220kV & 132kV String Assemblies, Aluminum Pipe & Connectors for
500kV Vehari, 500kV Sialkot and 220kV Arifwala Substations NGC.
• Pay a non-refundable fee of PKR 5,000.00 or USD equivalent by cashier’s cheque, pay order or demand bank draft in favor of Chief Engineer (Material Procurement &
Management), NTDC, 8th Floor, Shaheen Complex, Egerton Road, Lahore, Pakistan. The document may be collected in person or may be sent by express airmail for an additional
fee of PKR 3,000.00 for domestic delivery or USD 150.00 for overseas delivery. No liability will be accepted for loss in transit or late delivery.
• The bidding document is also available at https://afd.dgmarket.com and https://ntdc.gov.pk/tendors.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding
Documents for Procurement of Goods.
6. Bids must be delivered to the above office on or before 11:00am (Pakistan Standard Time) on 18-11- 2025 and must be accompanied by bid security of US$ 120,100 or 34
million PKR.
Late bids shall be rejected.
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 11:30 am (Pakistan Standard Time), 18-11-2025 at the offices of
Chief Engineer (Material Procurement & Management), NGC, 8th Floor, Shaheen Complex, Egerton Road, Lahore, Pakistan.
8. Qualification criteria are as follows; Additional details are provided in the Bidding Documents.
• Open competitive bidding will be conducted in accordance with AFD’s Single-Stage - One-Envelope procedure and is open to all bidders from eligible countries as
described in the Bidding Document.
• The Bidders must satisfy the evaluation and qualification criteria in Section 3 of the Bidding Documents in which they wish to participate, including the following key
requirements:
The Bidder or its proposed Manufacturer must have at least 05 years’ design/ manufacturing experience of similar Goods having similar or higher rating and
capacity.
The Bidder or its proposed Manufacturer must have experience of at least two (02) contracts for supplying similar Goods outside the country of origin of offered
equipment/goods or within Pakistan during last ten (10) years.
The Goods of similar or higher rating and capacity supplied by the bidder should have been in satisfactory operation for a continuous period of at least three years on
the date of Bid opening.
In case of JV, all partners combined should fulfill this requirement (draft JV agreement should be provided with the bid). The bidders, who are not manufacturers
themselves, shall furnish an authorization from the concerned manufacturer to submit a bid for supply of their goods to Pakistan against this tender.
For the complete eligibility and qualification requirements, bidders should refer to the Bidding Document.
• The delivery period is 210 days for CIP (Karachi) / Ex-Works Pakistan contracts from the date of signing of contract.
• When comparing Bids, AFD’s Domestic Preference Scheme will be applied as stipulated in the Bidding Documents.
