REQUEST FOR EXPRESSION OF INTEREST (REOI)

The livestock sector is vital for food security and is the single-largest employer, with over 40 percent of Pakistan’s labor force. On-farm productivity is low, especially among small and medium producers (SMP), notably because of (i) their limited scale of production and limited use of farmer aggregation models limiting economies of scale; (ii) limited adoption of good production practices; and (iii) insufficient and/or inadequate support from the public and private sectors for essential knowledge, inputs (e.g., quality feed, breeds, or fish seed and etc.), and services, including extension services, animal health services, and control of animal diseases. Off-farm value addition and commercialization are constrained by the livestock and aquaculture sectors’ inefficiencies, high transaction costs, inefficient post-harvest practices, and poor infrastructure supporting storage, farm-to-market transport, and cold chain. Post-harvest losses in dairy are estimated at around 20 percent due to poor infrastructure for milk collection and processing. In order to face the challenges that the livestock sector is facing in Sindh, the Province of Sindh through the Livestock and Fisheries Department (L&FD) has launched the Sindh Livestock and Aquaculture Development Project (SLADP/ LIVAQUA). SLADP objective is to promote climate-smart and competitive livestock and aquaculture Small and Medium Producers (SMPs) in Sindh.

Sindh Livestock & Fisheries Department invites qualified and experienced professional to express the interest for the position of Gender Specialist (Individual Consultant) position for Project Implementation Unit (PIU), Hyderabad under World Bank Assisted “Sindh Livestock and Aquaculture Development Project (SLADP/LIVAQUA)”. This is an exciting opportunity to lead and oversee impactful project with objective to promote climate-smart and competitive small and medium producers in the livestock and aquaculture sectors in Sindh with mission to deliver sustainable and accountable outcomes.

Gender Specialist (Individual Consultant)

PhD/ MSc in Gender Studies, Sociology, Social Work, Anthropology, International Development, Public Policy, or a related field

  • Relevant work experience minimum of 5 years in gender analysis, gender mainstreaming, and gender-sensitive programming with government/ INGOs agencies, international organizations, research institutions, or advocacy groups on gender-related projects and initiatives.
  • Gender mainstreaming, and gender-sensitive programming with government/ INGOs agencies,
  • Possess experience to work with international organizations, research institutions, or advocacy groups on gender-related projects and initiatives.
  • Preference will be given to higher degree and matching experience.
  • Having residence in Sindh Province and experience in Sindh livestock sector would be an added advantage.

KEY RESPONSIBILITIES AND DELIVERABLES

Key responsibilities and deliverables of a Gender Specialist would include but not limited to:

Gender Assessments and Inclusive Strategies

  • Conduct a gender analysis of the livestock and aquaculture value chains, mapping gender roles, responsibilities, and decision-making dynamics. Identify social, economic, and cultural factors affecting gender equality and recommend policies and strategies to address barriers and opportunities.
  • Design and implement a gender action plan to ensure project’s gender targets are met.
  • Develop targeted interventions to address gender-based violence and SEA/SH risks within the project and conduct a mapping of service providers in project areas.
  • Oversee the provision of tailored support for female-led PGs to formally register.
  • Ensure technical and financial support for business plans for women in the livestock and aquaculture sectors.
  • Facilitate access to funding for backyard poultry rearing and backyard fish farming for women.
  • Oversee the implementation of preferential conditions for female-led PGs as mentioned in the project document.

Capacity Building and Training

Organize and deliver gender sensitization and capacity-building sessions for project staff, partners, and stakeholders on:

  • Gender mainstreaming.
  • SEA/SH survivor-centered care training for GRM staff to ensure that grievances related to SEA/SH are handled appropriately and making the GRM SEA/SH-sensitive, ensuring it is accessible, confidential, and safe for survivors to report grievances.
  • Training for inquiry committees to ensure the existence and proper functioning of mechanisms to address SEA/SH complaints.
  • Facilitate technical and entrepreneurial training for women and marginalized groups to enhance their participation in the value chains.

Stakeholder Engagement and Advocacy

  • Collaborate with community leaders, government agencies, NGOs, and private sector partners to promote gender equality within the value chains.
  • Advocate for gender-responsive policies that support inclusive market access and economic participation for women.
  • Engage directly with communities to understand their specific gender-related challenges and needs, and co-design interventions to address them.

Monitoring and Evaluation

  • Develop monitoring and evaluation frameworks to assess the impact of gender-related interventions, track progress towards gender goals, and ensure accountability.

Documentation and Reporting

  • Prepare detailed reports and case studies showcasing the integration of gender into the project and its impact on communities.
  • Document best practices and lessons learned to inform future gender-focused initiatives.
  • Documenting success stories related to gender equality initiatives, for sharing knowledge and resources with relevant stakeholders.

Duration of Assignment:

The position is initially for the period of 36 months, and further extendable on year to year performance basis till project life. The position is contractual; the contract can be terminated at any time if the offered services declared as unsatisfactory. Candidate already serving in the Government Departments/ Public sector organization have to apply through proper channel.
