REQUEST FOR EXPRESSION OF INTEREST (REOI)
The livestock sector is vital for food security and is the single-largest employer, with over 40 percent of Pakistan’s labor force. On-farm productivity is low, especially among small and medium producers (SMP), notably because of (i) their limited scale of production and limited use of farmer aggregation models limiting economies of scale; (ii) limited adoption of good production practices; and (iii) insufficient and/or inadequate support from the public and private sectors for essential knowledge, inputs (e.g., quality feed, breeds, or fish seed and etc.), and services, including extension services, animal health services, and control of animal diseases. Off-farm value addition and commercialization are constrained by the livestock and aquaculture sectors’ inefficiencies, high transaction costs, inefficient post-harvest practices, and poor infrastructure supporting storage, farm-to-market transport, and cold chain. Post-harvest losses in dairy are estimated at around 20 percent due to poor infrastructure for milk collection and processing. In order to face the challenges that the livestock sector is facing in Sindh, the Province of Sindh through the Livestock and Fisheries Department (L&FD) has launched the Sindh Livestock and Aquaculture Development Project (SLADP/ LIVAQUA). SLADP objective is to promote climate-smart and competitive livestock and aquaculture Small and Medium Producers (SMPs) in Sindh.
Sindh Livestock & Fisheries Department invites qualified and experienced professional to express the interest for Environment Specialist (Individual Consultant) position for Project Implementation Unit (PIU), Hyderabad under World Bank Assisted “Sindh Livestock and Aquaculture Development Project (SLADP/LIVAQUA)”. This is an exciting opportunity to lead and oversee impactful project with objective to promote climate-smart and competitive small and medium producers in the livestock and aquaculture sectors in Sindh with mission to deliver sustainable and accountable outcomes.

Project planning and implementation: Conduct baseline studies on environmental parameters, Identify and mitigate environmental risks. Prepare and update necessary E & S instruments as per ESCP including but not limited to Environmental and Social Management Framework (ESMF), Environment and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP). Support PIU in developing comprehensive Environmental Impact Assessment (EIA), develop and implement ESMPs tailored to address identified risks, including mitigation measures for livestock waste management, aquaculture practices, and civil construction impacts. Develop site-specific plans for managing construction impacts such as noise, dust, and waste during civil works. Review all bidding documents to make sure that E & S aspects are well covered in bidding documents and respective contracts Civil Works Oversight: Assess the environmental impacts of civil works (e.g., construction of farms, hatcheries, water supply systems, and related infrastructure). Develop mitigation measures for construction activities, such as dust control, noise reduction, and waste management. Capacity Building and Training Materials: Conduct awareness and training programs on identification of environmental impacts and mitigation measures as per requirement of ESCP. Support preparation and delivery of EMF orientation, training and capacity building activities for all project stakeholders. Training modules and workshops for project staff, contractors, and local stakeholders on:
Monitoring and Evaluation: Develop checklists for screening, assessment and monitoring formats (as the case may be) for all sub activities. Supervise and facilitate the carrying out of the environment screening plans and develop reports on prescribed format of WB guidelines. Grievance Redress Mechanism (GRM): Establish and operationalize a GRM to address community concerns and complaints effectively. Regular reports on grievance resolution, including statistics and case studies. Compliance Reports: Periodic environmental and social compliance monitoring reports for submission to PIU, and World Bank and regulatory authorities. Any other task/ report required by the project entities in addition to assignment completion report. |

Duration of Assignment:
The position is initially for the period of 36 months, and further extendable on year to year performance basis till project life. The position is contractual; the contract can be terminated at any time if the offered services declared as unsatisfactory. Candidate already serving in the Government Departments/ Public sector organization have to apply through proper channel.
