REQUEST FOR EXPRESSION OF INTEREST (REOI)

The livestock sector is vital for food security and is the single-largest employer, with over 40 percent of Pakistan’s labor force. On-farm productivity is low, especially among small and medium producers (SMP), notably because of (i) their limited scale of production and limited use of farmer aggregation models limiting economies of scale; (ii) limited adoption of good production practices; and (iii) insufficient and/or inadequate support from the public and private sectors for essential knowledge, inputs (e.g., quality feed, breeds, or fish seed and etc.), and services, including extension services, animal health services, and control of animal diseases. Off-farm value addition and commercialization are constrained by the livestock and aquaculture sectors’ inefficiencies, high transaction costs, inefficient post-harvest practices, and poor infrastructure supporting storage, farm-to-market transport, and cold chain. Post-harvest losses in dairy are estimated at around 20 percent due to poor infrastructure for milk collection and processing. In order to face the challenges that the livestock sector is facing in Sindh, the Province of Sindh through the Livestock and Fisheries Department (L&FD) has launched the Sindh Livestock and Aquaculture Development Project (SLADP/ LIVAQUA). SLADP objective is to promote climate-smart and competitive livestock and aquaculture Small and Medium Producers (SMPs) in Sindh.

Sindh Livestock & Fisheries Department invites qualified and experienced professional to express the interest for the position of Social Safeguard Specialist (Individual Consultant) position for Project Implementation Unit (PIU), Hyderabad under World Bank Assisted “Sindh Livestock and Aquaculture Development Project (SLADP/LIVAQUA)”. This is an exciting opportunity to lead and oversee impactful project with objective to promote climate-smart and competitive small and medium producers in the livestock and aquaculture sectors in Sindh with mission to deliver sustainable and accountable outcomes.

A Master’s degree or higher in Social Sciences, Development Studies, Sociology, Anthropology, or a related field.

  • Minimum 05 years of experience in social safeguard management, with a focus on development projects in the agriculture, livestock, or aquaculture sectors.
  • Preference will be given to 10 years’ experience.
  • In-depth knowledge of World Bank social safeguard policies and national social safeguard laws.
  • Proven experience in conducting Social Impact Assessments (SIAs), preparing Social Management Plans (SMPs), and managing stakeholder engagement processes.
  • Experience in implementing grievance redress mechanisms and addressing social risks in large-scale development projects.
  • Strong communication, facilitation, and capacity-building skills, particularly in engaging with diverse community groups.
  • Familiarity with gender, human rights, and labor issues in development contexts.
  • Preference will be given to higher degree and matching experience.
  • Having residence in Sindh Province and experience in Sindh livestock sector would be an added advantage.

KEY RESPONSIBILITIES AND DELIVERABLES

Key responsibilities and deliverables of a Social Safeguard Specialist would include but not limited to:

Project planning and implementation

  • Monitor and report on compliance to the Environment and Social Commitment Plan (ESCP), specifically on requirements for Labor Management Plan (LMP), Resettlement Policy Framework (RPF), ESMF, etc as per ESCP
  • Identify key social risks and recommend mitigation measures to avoid or minimize harm to communities.
  • Evaluate the potential for social exclusion and recommend measures to enhance inclusion.
  • Prepare site specific Environmental and Social (E&S) instruments using ESMF as guidelines.
  • Disclose and implement the Environmental and Social Management Framework (ESMF) to screen and assess the environmental and social risks and impacts, of the Project and suggest appropriate mitigation consistent with the relevant ESSs.
  • Adopt and implement, where necessary, a Resettlement Action Plan (RAP) /abbreviated action plan / livelihood restoration plan for each activity under the project.Work in collaboration with the Environmental Consultant to ensure integration of social and environmental safeguards.
  • Ensure that the project is fully compliant with the World Bank’s social safeguard policies, and environmental and social risk management (ESF).
  • Documentation of community consultations, including minutes, feedback, and decisions made.

Facilitate Stakeholder Engagement

  • Assess and manage specific risks and impacts to the community arising from Project activities including, inter alia, risks of labor influx, air and noise pollution, spread of communicable diseases, GBV, SEA/SH, culturally inappropriate behavior, and include mitigation measures in the ESMF (and where applicable, ESMP / C-ESMP).
  • Implement the Stakeholder Engagement Plan (SEP) for the Project, consistent with ESS10, consult with them in a culturally appropriate manner, which is free of manipulation, interference, coercion, discrimination and intimidation.
  • Lead community consultations, ensuring that affected parties are informed, their concerns are addressed, and they have a platform for involvement in decision-making.

Ensure Inclusive Decision-Making

  • Ensure that all community members, especially vulnerable and marginalized groups, are given equal opportunities to participate in project planning and implementation.
  • Promote gender equality in community consultations and decision-making processes.

Grievance Redress Mechanism (GRM)

  • Establish, publicize, maintain, and operate an accessible grievance mechanism, to receive and facilitate resolution of concerns and grievances in relation to the Project, promptly and effectively, in a transparent manner.

Capacity Building and Training

  • Design and deliver capacity-building workshops for project staff, local authorities, and community leaders on social safeguards, community engagement, and inclusive development.
  • Build capacity of all Project workers (including for construction works such as contractors, PICs and community workers) on:
  • Occupation Health and Safety (OHS)
  • Community Health and Safety (CHS)
  • Better Management Practices (BMP) in Livestock and Aquaculture
  • Prevention of Gender based Violence/SEA/SH
  • Reporting on incidents and accidents and emergency preparation and response preparedness
  • Stakeholder mapping and engagement

Monitoring Social Safeguards

  • Develop and implement a system for continuous monitoring of social safeguard issues throughout the project, including the effectiveness of mitigation measures and community satisfaction.Prepare regular reports on social safeguard performance, highlighting successes, challenges, and corrective actions.
  • Ensure proper monitoring of pesticides and vaccines stores facilities on periodic basis.
  • Ensure safe disposal of vaccine/ pesticide empty bottles / syringes after use.

Conduct periodic reviews and audits to ensure continued compliance throughout the project’s life cycle.

Social Safeguard Deliverables

  • Resettlement Action Plans (RAPs), if displacement or land acquisition is involved.
  • Review, and provide quality assurance and approval to E & S Screening and monitoring checklists and ESMPs as relevant. Keep documentation of all progress;
  • Livelihood Restoration Plans for communities affected by project activities.
  • Gender Action Plans to ensure equitable participation and benefit-sharing
  • Ensure compliance with site specific community health and safety plan;
  • Ensure the compliance with the mitigation measures provided for air, noise and waste management; Prepare, adopt, and implement a stand-alone SEA/SH assessment and action plan, to assess and manage the risks of gender-based violence (GBV) and sexual exploitation and abuse (SEA).

Duration of Assignment:

The position is initially for the period of 36 months, and further extendable on year to year performance basis till project life. The position is contractual; the contract can be terminated at any time if the offered services declared as unsatisfactory. Candidate already serving in the Government Departments/ Public sector organization have to apply through proper channel.
