Eligibility of Bidders:

Interested Consulting Firm / JVs must provide information indicating qualification & experience to perform the scope of work.The Request of EoI documents shall contain (for the lead Consultant and all associated partners):
 Covering Letter, comprising of the Firm Name, Address, Contact Person, Telephone, Fax and Email;
 Corporate Profile and Status (maximum 10 pages), including Clear statements of type, Property and Key task of the association;
 Evidence of Financial Resources of the lead consultant / firm and all associated partners: certified balance sheets and profit & loss accounts for the last three years;
 Relevant references with brief description of the task for the last ten years to prove technical qualifications and experience abroad, in Pakistan as well as in the region, strictly related to the envisaged services (maximum 15 references) in the EU-Format
 Statement of personnel structure for the envisaged services with information about Education, Professional experience, Regional experience, Years with firm, specific project-related experience and experience in similar posts. This shall not include detailed CVs.
 Declaration of Intent (of submitting a proposal in case of being short-listed) and type of association with other consultant companies (intended contractual arrangement, name of lead company, letters of intent of participating firms), statement on affiliations of any kind with other firms which may present a conflict of interest in providing the envisaged services.
 Statement of Integrity, Eligibility and Social and Environnemental Responsibility .
 Declaration to meet the security arrangments mentioned below due to the security risk in the areas where the Services are to be performed.
 The Applicant has at least one experience providing services in an area with a similar security risk, for which it shall provide proof of implementation of security measures (invoice or contract with a security service provider, proof of security awareness training before departure on-site, etc.).
 The Applicant has set up internal security management procedures: it shall provide a description of its monitoring system and crisis management system.
 For services provided abroad, the Applicant has entered into an assistance and repatriation contract for its employees: it shall provide the certificate evidencing such contract.
 The Applicant shall describe its standard preparation process for departure on assignment in sensitive areas, and shall attach documents proving its implementation (service orders with related instructions, certificates of awareness-raising or training actions, etc.).

EXPRESSION OF INTEREST (EOI)
For Hiring of Consultancy Services for Review/ up-dation of Feasibility Study, Preparation of Detailed Engineering Design& Tender Documents for Rehabilitation, Refurbishment& Up-gradation of Kurram Garhi Hydel Power Stations.
Donor: Agence Française de Développement.
Scope of Services:
Activity-I: Review & up-dation of in-house carried out Feasibility Study of Kurram Garhi Hydel Power Stationto bankable/ international standards. (3-months Lump-Sum)
Condition Survey of Civil Structure including Power channel, penstock and intake gates,Electrical & Mechanical Equipment after consulting the history and physical conditions.
Assessment/ study of existing plant layout and recommandation of retrofitting modern plant layout at the existing sites in cost efficient manners/ ways.
Cost Estimation, Economical, Financial, SensitivityAnalysis etc. of the recommended solution(s).
Preparation of Time Schedule/ construction planning of the Project, alsoindicating the outageperiod of existing unitsduringexecution of the Project.
Study of social & economic impacts of the rehabilitation of Kurram Garhi during construction phase & operation of these projects

Activity-II: Preparation & Approval of Environment Report IEE from EPA KP including assessment of minimum flow of water (to guarantee ecological continuity and mitigate environmental and social impacts of water diversion if any) in respect of Rehabilitation & Capacity Enhancment of Kurram Garhi Hydel Power Project.(2-month Lump-Sum)
Note: Activity II will be Parallel activities.
Activity-III: Preparation & Vetting of Detailed Engineering Design for the Rehabilitation & Capacity Enhancement of of Kurram Garhi Hydel Power Project.(6-months Lump-Sum)
Activity-IV: Preparation& Vetting of Tender/ Bidding Documents for the Rehabilitation & Capacity Enhancement of of Kurram Garhi Hydel Power Project.(3-month Lump-Sum)
Total Duration of the activities will be 12 Months.The key activities are described above,however scope is not limited to above but included work defined infeasibility study under these activities& will be described further in detail at RFP Stage.
Last Date of submission of EOI Document= 20.07.2023 (1330 hrs)
Date of Opening of EOI= 20.07.2023 (14:00 HRS)
