Description: The Norwegian Public Roads Administration, Authority and Regulations (henceforth referred to as the Contracting Authority) wishes to enter into a framework agreement for consultancy services for three areas; strategic consultancy, legal work and rules design, as well as analyses and measurements. We would like to enter into a contract with up to two tenderers per sub-contract and each tenderer can submit a tender for one or several sub-areas. The authority and regulations (MoR) are the Directorate of Public Roads ́s trade and authority bodies. The unit is responsible for developing rules, undertaking control and technical approval, giving professional advice to the road director and safeguarding appeals in accordance with the Public Roads Administration Act for decisions made in the divisions in the Norwegian Public Roads Administration. The authority and regulations have the authority role for all road authorities. The assignment is affected by several developments in the community, including: • Changed geo-political situation and increased focus on security and stand-by. • The emergence of new technology and possibilities connected to digitalisation, automation and artificial intelligence. • Increasing requirements for efficiency, quality and user friendliness in public administration. In order to address these changes, the Authority and the regulations have established a new strategy for the period 2025-2030. The strategy shall ensure that we adapt to new framework conditions, realise gains connected to quality and efficiency, and deliver value creation for our customers and society. The implementation of the strategy and the accompanying assignments requires access to the correct competence and capacity, particularly within: • Strategic consultancy and management. • Legal work and rules design. • Analysis and insight about customer needs. The framework agreement shall be signed with up to 6 tenderers: Sub-contract 1. Strategic consultancy and management up to 2 tenderers Sub-contract 2. Legal work and regulations design up to 2 tenderers Sub-contract 3. Analysis and insight on customer needs of up to 2 tenderers. The tenderer shall provide services that contribute to: • Achievement of strategic objectives and gains. • High quality and legitimacy in legal work and rules design. • Increased contracting authority
