Description: The Ministry of Foreign Affairs (Foreign Ministry) c/o the Section for Consular Affairs and the Immigration Field (SKU) has two regional agreements with an external service provider VFS Global (VFS), on receipt of applications for visas and residence permits. Currently 87 VFS application centres in 48 countries receive visa and residence applications on behalf of the Norway. Norwegian foreign stations are obliged to carry out inspections of the application centres at least once every ninth month for all receptions in their district. The procurement is for assistance from an external third party to carry out inspections and control the fulfilment of contracts to VFS. The assignment is a supplement that can contribute to further developing the follow-up of VFS and foreign stations. SKU is now holding a tender contest for a contract for assistance with inspections in the period 2026-2028. The assignment comprises three main activities in total: I. Tenderers shall undertake a mapping of response time and quality in responses of enquiries from the public to the service provider ́s call centres. The aim is to clarify whether service providers comply with response time requirements and whether the call centres have sufficient competence to provide guidance and to provide correct information to the public. Furthermore, the tenderer shall propose improvement measures if shortcomings are discovered for the guidance provided by the call centres. The mapping of the call centres and the report for this part of the assignment will be delivered by 1 November 2026. II. During the contract period the tenderer shall carry out 40 inspections on behalf of the Ministry of Foreign Affairs. The Contracting Authority decides which locations shall be inspected. III. During the contract period the tenderer shall carry out a total of 12 mystery client investigations at various application centres. The Contracting Authority decides which application centres shall be visited. The assignment ́s length is from the date the contract is signed up to and including 01.12.2028. All deliveries shall be completed by 15.11.2028. See annex 1 of the contract for further details on the delivery.
