Sheltered accommodation flats with the award law.

Description: The competition is for contracts for the hire of sheltered accommodation flats with the right to award. Horten municipality has an increasing need for rental housing/sheltered accommodation flats for rent and is therefore seeking cooperation with professional developers who would like to offer concepts for rental housing. The municipality would like to enter into award agreements that give flexibility for several housing projects or concepts, adapted to different needs in the market. The contracts will mean that the municipality takes on the rent relationship and will have the right to award rented accommodations to its housing seekers in the selected projects. The agreements are supported by financing options through Husbanken and the concepts must therefore meet Husbanken"s investment subsidy requirements. The municipality intends to enter into a 30 year rent contract with one or several tenderers and shall be the tenant in the rent contract with the tenderers. The municipality has the right to award the contract and will sublease the residences to persons with a need for 24 hour health and welfare services. The rent will be agreed in the contract with a KPI adjustment. The procurement ́s value is therefore estimated to: NOK 500,000,000 including VAT, above the EEA threshold with options. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. The contracting authority reserves the right not to award the entire extent in this competition, possibly have an option for future housing projects. The obligation to make requirements regarding apprentices is considered to apply for this procurement, cf. the Procurement Act § 7. See the attached seriousness terms for further information.
