27HAV25 - Framework agreement - laser scanning

Description: PURPOSE AND SCOPE Oslo Havn KF currently has a framework agreement with AOM for the procurement of MOM services through the FAMAC system. The contracting authority has implemented a comprehensive implementation of FAMAC and is now ready to use the functionality connected to the "Digital twin" module. To ensure accurate and efficient use of this module, a framework agreement shall be established for services within 3D laser scanning, point cloud processing and BIM modelling. The aim of the contract is to support digital property management, enrich MOM data and facilitate for future use of machine learning and analysis in operation and management. The procurement shall comprise 35 buildings with a total area of approx. 116,000 m², which are currently rented out to different business parties. The buildings vary in type and use - from storage and operation buildings to restaurants and office premises. Several of the buildings lack updated drawings, which makes this procurement important for establishing a precise and updated digital data basis. Updated models and drawings are necessary for both fire drawings, area management and the correct basis for renting. The scanning shall include both the interior and the exterior, and it shall be carried out with sufficient accuracy to support modelling in accordance with the Oslo Port ́s BIM requirements for digitalisation of buildings. The framework agreement shall cover ongoing needs during the contract period, with call-offs as needed. The final product shall consist of: ·         Point clouds and BIM models of the buildings, in formats as specified in the requirement specification. ·         A web portal (hyper link) for viewing and making point clouds available and 360 pictures of the building. The models shall facilitate for: ·         Presentation of MOM documentation through connections to the BIM models. ·         Better basis for planning, operation, maintenance and sustainability reports. ·         Increased data quality and decision support in property management. High data quality and a standardised model structure are decisive for the information being efficiently used in FAMAC and other digital tools. The tenderer shall deliver ready point clouds and BIM models, as well as describe how they envisage a successful collaboration and good coordination of scanning in buildings with active tenants. Tenderers shall also describe how they plan and quality assure the delivery, and how they relate to the Oslo Port ́s BIM requirements and guidelines for digitalising buildings. Detailed requirements for deliveries, accuracy, data interface and quality standards are stated in the requirement specification. The framework agreement shall be signed for a fixed period with an option for an extension. ----------------------------------------
