Hire of temporary staff, framework agreement.

Description: The competition is for a framework agreement for the delivery of temporary staff to the health and welfare sector (Doctors are not included). The procurement ́s value is estimated to: NOK 5,500,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 25,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. See the procurement documents for further information. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations § 7-9, fifth paragraph. The justification for this is that the procurement concerns consultancy services/consultancy services where the contracting authority is unable to influence climate and environmental impact, as the requirements and criteria that are directed at these elements will not have sufficient connection to the delivery. Cf. DFØ ́s environment supervisor. Apprentices: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Public Procurement Act § 7. The main contract object of the procurement concerns recruitment and redistribution of temporary staff to the contracting authority. Our assessment is that the required competence is personnel with extensive, specialised experience and competence. It is therefore concluded that there are no requirements for apprentices in this procurement. We refer to the following provisions except the apprentice regulations: The framework agreement ́s main elements do not include work where it is relevant to use labour with trade or craft certificates, cf. the apprentice regulations § 6 (3) and/or - it is considered disproportionately, as there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulations § 6 (4).
