External review of the Norwegian Labour and Welfare Administration"s systematic work on internal control.

Description: The Ministry of Labour and Inclusion would like an external review of the Norwegian Labour and Welfare Directorate"s systematic work on internal control for the development, operation and management of the agency"s ICT systems. The Norwegian Labour and Welfare Directorate has over time carried out a major alteration of the development, operation and management of ICT systems and the work is now organised in multi-disciplinary product teams. The Directorate was reorganised 1 May 2025 to substantiate this alteration. The way that the systematic work with internal control is organised must be adapted to such an organisation and way of working. The review shall first and foremost look at systematic internal control for the targets: • compliance with laws and regulations. • reliable economic and other reporting. The review shall have particular focus on: • organisation, roles and responsibility. • established systems, routines and internal communication. • Ongoing monitoring and evaluation. The aim is to get an external assessment of weaknesses and strengths and recommendations for improvements connected to these aspects in particular of the Directorate"s systematic work on internal control. The review does not include the Norwegian Labour and Welfare Administration ́s units outside the directorate and it does not include the target "targeted and efficient operation". The assignment is limited to internal control for compliance with "Government Financial Management Regulations" and "Provisions on Financial Management in the Government". The assignment will be valid from when the contract is signed until the final report is submitted 10 June 2026. The estimated value of the procurement is NOK 3,000,000 excluding VAT to NOK 4,000,000 excluding VAT. The estimated value is not binding for the contracting authority. See annex 1 of the contract for further details on the delivery.
