Procurement of three medium sized tractors

Description: The Agency for Urban Environment, c/o the Sports Department, now needs to procure three medium sized tractors for the operation of municipal sports facilities. The tractors shall be used for heavy operational assignments, such as pulling large lawn mowers in the summer and pulley water hangers, as well as snow clearing in the winter. The alternative is to hire the tractors instead of buying, but this is considered inappropriate and more expensive over time, as the tractors shall be used a large number of work hours each week. BYM already leases a tractor and based on this experience the leasing will be a more expensive option than owning in the long run. The procurement is for the purchase of a tractor for the Sports Department, with an accompanying five year guarantee and service agreement. The contracting authority draws attention to the fact that the assumptions that will form the basis for the estimation of the contract value are previous procurements by tractors in the department and market insight of internal professional resources in both the Sports Department and at machinery and vehicle managers in the Agency for Urban Environment.
