        The aim is to enter into a framework agreement for flowers that will cover Lillehammer Municipality, Øyer Municipality, and Gausdal Municipality"s need for flowers for various occasions. The contract also includes bouquets, cut flowers, flower decorations, orchids, green plants in pots, and flowers for planting both inside and outside. The flowers for planting do not include the municipalities" parks, but for planting in pots and beds at various shared housing complexes, etc. We expect tenders to include a broad assortment. Tenders must also include pot concealers and accessories such as fertiliser, soil, etc.

        Tenderers must be able to deliver a rich selection for various occasions, such as jubilees, birthdays, encouragement during sickness periods, weddings, funerals, etc.

        Other products can also be procured that naturally belong under the contract area.

      1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:

        Norwegian tenderers: Company registration certificate.

        Foreign tenderers: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

      2. Economic and financial standing:
        List and brief description of selection criteria:

        Credit assessment based on the most recent accounting figures. The contracting authority will obtain a credit rating from www.experian.no.

        If the company is recently established, financial solidity can be substantiated in different manner.

        Minimum level(s) of standards possibly required:

        The rating must be 4 or better.

      3. Technical and professional ability:
        List and brief description of selection criteria:

        Description of up to three of the tenderer’s most relevant assignments in the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer"s responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

        A description of the company"s routines for quality management, with emphasis on quality assurance, resource management, management"s responsibility, and continual analysis and improvement (including deviation management).

        If a tenderer has valid ISO 9001 certification, the certificate will be accepted as documentation of fulfilment of the qualification requirement.

        A description of the company’s routines and systems in relation to environment management. If the routines are described in the company"s quality or environment management system in accordance with ISO 14001, Miljøfyrtårn or equivalent 3rd party verified systems, a valid certificate must be presented.

        Minimum level(s) of standards possibly required:

        Tenderers must have experience from comparable assignments.

        Equivalent assignments mean the provision of the service included in the contest.

        The company must have systems for quality management. The requirement is for the company that is responsible for the delivery.

        Tenderers are required to have an environmental focus.
