Norwegian breeding birds monitoring – Administration 2024 - 2025
The procurement covers administration in the form of quality assurance, storage, analysis, and making data and results available on the Norwegian breeding birds monitoring in 2024 and 2025. This work also includes index calculations as well as maintenance and routine updates to the database and website connected to the monitoring programme.
The procurement covers administration in the form of quality assurance, storage, analysis, and making data and results available on the Norwegian breeding birds monitoring in 2024 and 2025. This work also includes index calculations as well as maintenance and routine updates to the database and website for communication with field personnel and the website for communicating results. The counting results are reported directly into the database (via the website ), where they are quality assured. Then data analyses and annual index calculations are made for 76 different species. These results are published on the website .
Section IV: Procedure
The Norwegian Environment Agency intends to enter into a contract with the Norwegian Institute for
Nature Research (NINA) for administration in the form of quality assurance, storage, analysis, and making data and results of the Norwegian breeding birds monitoring available.
It has been assessed that it is not possible to hold a real competition as there is only one supplier in the market that has the technical infrastructure required, cf. the public procurement regulations, section 13-4b. The infrastructure that NINA has built up covers the database as well as the websites, which are an essential part of the Norwegian breeding birds monitoring. These different technical systems have been developed over many years. Nina has had responsibility for sampling design, final quality assurance, operation and maintenance of the database, as well as the analysis and reporting of data since the monitoring programme first started, and has, therefore, acquired technical infrastructure and total competence within Norwegian breeding birds monitoring that we cannot see that any other company or institution in the market has.
