R01410 - Courses and consultancy within Lean Construction and Virtual Design and Construction (VDC)
Reference number: 2023/1259The Norwegian Defence Estates Agency has a strong focus on achieving good project flow. The purpose is for the projects to contribute to increased defence capabilities through better deliveries, higher quality and more efficient execution. We utilise the philosophy, methodology and tools of Lean Construction, Virtual Design and Construction (VDC) and Systematic Completion to achieve this. We call this "Project Flow" in the Norwegian Defence Estates Agency.
The Norwegian Defence Estates Agency therefore wants to enter a framework agreement that includes the following services:
- Consultancy/support for relevant construction projects.
- Consultancy/support for employees, contractors and suppliers working with Lean Construction and VDC
-Training/courses for the Norwegian Defence Estates Agency"s employees and associated suppliers for relevant projects.
- Consultancy and courses related to improvement work in the organisation
The estimated value of the framework agreement is NOK 8,600,000 excluding VAT. The maximum value over five years is estimated at NOK 10,000,000 excluding VAT.
This procurement will support the Norwegian Defence Estates Agency"s ambition to use Lean Construction as part of VDC in building and construction projects. The aim is to achieve more efficient production in both engineering design and construction. The objective is also to achieve a more efficient implementation of projects, improved quality related to engineering design and execution, as well as reduced overall costs.

The contracting authority can extend the contract for up to 1 (one) + 1 (one) + 1 (one) year. The maximum duration is 5 (five) years from the actual start-up date.
Requirement 1: Tenderers shall be a legally established company.
Documentation requirement: Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.
Requirement 2: Tenderers must have their tax and duty payments in order.
Documentation requirement: Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be older than 6 months from the tender deadline (only for Norwegian tenderers).
Documentation requirement: Credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. The credit rating must contain an assessment of the tenderer’s payment history/reliability.
NOTE: If a tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.
Newly established companies that cannot provide a relevant credit rating can attach alternative documentation including, amongst other things, the accounts/balance, key figures, payment history and payment remarks.
Minimum level(s) of standards possibly required:Tenderers must have sound finances, which means that the tenderer must be credit worthy.
Requirement 1: Tenderers (as a company) must have relevant experience and competence within deliveries of an equivalent nature and scope to this contract.
Documentation requirement: An overview of the most important relevant deliveries within Lean Construction and VDC that the tenderer has carried out in the last five years, together with information on the contract value, dates of execution and name of the recipient.
Requirement 2: Tenderers must have good capacity to carry out the assignment under the framework agreement.
Documentation requirement: A description of the tenderer"s average annual workforce and the number of employees in management in the last three years.
A description of the proportion of the contract that the tenderer is considering to use sub-suppliers for.
Requirement 3: Tenderers must have satisfactory control systems within quality that cover the activities included in the agreement.
A copy of a certificate issued by an independent organ confirming that the tenderer fulfils the quality assurance standard NS-EN ISO 9001:2015 or equivalent.
If a tenderer is not certified, documentation must be provided of a good and well-functioning quality assurance system.
