II.2.4)Description of the procurement:
The consultant will assist the contracting authority with supplementary engineering design and consultancy services for the remaining part of the E6 Ranheim-Værnes project.
The work will include, among other things,
- assistance with the preparation of tender documentation for the Ranheim-Sveberg joint venture contract
- a quantity description for the execution contract for the completion of the southbound Hommelvik bridge
- a quantity description for the execution contract for some minor preparatory contracts
- complete approval processes for the constructions for which this is required
- follow-up during the construction period for the execution contracts
- ongoing follow-up of initiated and ongoing environmental studies for the entire project
Upon entry into a turnkey contract for the Ranheim-Sveberg stretch of road, the consultant will be transferred to the selected turnkey contractor and assist with supplementary engineering design and consultancy for the execution of the turnkey contract

IV.1)Description
IV.1.1)Type of procedure
Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
- The procurement falls outside the scope of application of the directive
Explanation:
Based on the contracting authority"s (Nye Veiers) investigations and knowledge of the market, it is the contracting authority"s clear opinion that Rambøll Norge AS is the only supplier able to cover Nye Veier"s needs, which is due to:
• Unplanned cancellation:
The need has arisen as a result of a cancellation of a turnkey contract.
• Previous involvement of the consultant with:
Rambøll Norge AS has been responsible for the preparation of large parts of the engineering design basis for the turnkey contract for the E6 Ranheim-Værnes stretch. It is not assessed as being possible to replace the consultant to finalise tasks that have been started as they are - without having to redesign all or part of the project. Such a solution would be very resource-intensive and could result in a demanding interface.
• Time aspect:
The construction work has already begun and it is critical to contract a new contractor in order to move forward with the work. The contracting authority would not be able to balance the competitive advantage of Ramboll Norge AS in a subsequent tender contest if the contractor were to provide its own consultant. The basis for this is the knowledge Ramboll Norge AS has about the project and the time aspect for contracting. The consultant must therefore be transported to the turnkey contractor on the E6 Ranheim-Sveberg stretch to finalise the design and construction.
