Oslobygg KF hereby announces in advance a turnkey contract for detailed engineering design and rehabilitation of housing in the existing building (Hagegata 30) at Tøyen Torg.

Attached to the announcement is information about new seriousness requirements and due diligence requirements that apply for Oslo municipality"s procurements announced after 1 September 2023.

II.2.4)Description of the procurement:

The building (section 2) will consist of a mix of starter homes and rental properties and is on the yellow list in Oslo municipality. The city antiquarian is keen to maintain the original appearance of facades and balconies, even if these need to be replaced. The project received a framework permit from PBE in May 2023.

The building from 1973 consists of a 5-storey residential section of approximately 4,200 square metres GFA including common areas, which will contain a total of 48 apartments and a common area. On the ground floor, there is a commercial section containing shops and a branch of Deichmann"s library. There are two lower floors in the building, divided into commercial and residential, with the residential part containing storage rooms and technical rooms, etc. The building is surrounded by an underground garage facility that limits the loads on the deck in connection with rigging and operation of the construction site, transport, etc. All technical equipment and infrastructure will be replaced except for the lift installation. All apartments will be renovated to normal modern housing standards. The roof will undergo total rehabilitation and the outdoor area in the back garden will be upgraded.

Oslo municipality has adopted a new Oslo model, consisting of new seriousness requirements and requirements for due diligence assessments. The contracting authority would like to inform tenderers that these requirements will be set in the procurement in the form of qualification requirements and contract requirements. Attached to this announcement is a list of new seriousness requirements that will be imposed as contract requirements, as well as qualification requirements and contract requirements concerning due diligence assessments. Some minor changes may be made to the attached requirements when the procurement is announced.

Tentative progress: The tender contest will be announced in 2023. Construction is planned to start in the beginning of 2024. Completion will be in 2025.

The announcement is preliminary and subject to reservations, but the decision to carry out construction work was made in June 2023.
