Minor contracts on E6 Ranheim-Værnes

Nye Veier intends to continue and finalise minor parts of the work on the E6 Ranheim-Værnes project until the general contract work can commence with new contractors after the conclusion of the tender contests. Work mainly consists of the completion of limited assignments that have already been started and are considered time-critical. The contractor that will be used has carried out work on the E6 Ranheim-Værnes stretch previously.

Greenwall including Høybybekken

Completion of retaining walls/environmental walls of loose soil for the new E6 roadway through Hommelvik. Vegetation-covered front facing Homla and Hommelvik. Environmental measures in the form of establishing a new and permanent carriageway to Høybybekken from the E6 culvert and out to the river Homla.

It is important for overall progress that this is carried out, given the long construction time for the masonry and green facade. The outlet of Høybybekken is important for the well-being of the fish, and it is highly preferable that this is established as soon as possible, as it will create a long-awaited migration route for the fish.

Helltunnelen - Guideways for electrical and completion of water and sewage systems

Work in progress that must be completed - materials have already been purchased and are in storage.

Completion of drainage, storm water and fire hydrant pipes in addition to guideways for electrical (moulded concrete channels, OPI).

The work has a major impact on the overall progress of the completion of the tunnel.

Leistad to Væretunnell - Completion of water pipelines

New main waterline from Malvik municipality. This stretch has been established in several small sections and must be completed as a finished section in order to be ready for pressure testing and approval.

Will contribute to removing future interfaces and responsibilities, in addition to benefiting progress once the completion work begins.

Forbord culvert - Wastewater pipelines

The wastewater pipeline will be established along its intended permanent route. The pipeline is currently established temporarily through a road culvert. Malvik municipality requires that the pipeline be repaired per the designed and approved placement.

Time-critical needs have arisen on the E6 Ranheim-Værnes section as the result of a cancelled turnkey contract.

The grounds for contract award will be § 13-4 b) 2) of the Public Procurement Regulations (PPR), i.e. that a "contest is impossible for technical reasons".

Based on the contracting authority"s surveys and knowledge of the market, it is our clear opinion that the term is fulfilled with the following justification:

• The need has arisen due to a non-planned cancellation of a contract.

• Most of the designated works have been started and will need to be completed due to their criticality regarding progress and safeguarding material assets.

• The selected contractors have been used as subcontractors for the turnkey contract E6 Ranheim-Værnes, which was finalised prematurely and is already established at the site. It is considered unreasonably resource-intensive to establish new contractual relationships with new stakeholders, both in terms of interfacing and re-establishing routines when the new project work starts.

• The work on lot 1 (Greenwall) is considered to be of a complexity that would make it very resource-intensive to continue the work with a new contractor.

• Limited time aspect - the need will only be to secure materials and minimise delays until new contractors can start the overall work after the tender contests are completed.
