        The aim of the procurement is to procure qualified interpreter and translation services of high quality so that the contracting authority can provide its statutory services to those who do not speak or understand sufficient Norwegian. The interpreter services will be to/from Norwegian and other languages. The contracting authority"s need for interpreter services mainly depends on the number of refugees that are taken in, but also other migration.

        Sør-Varanger Municipality (the contracting authority) would like to enter into parallel framework agreements with up to three (3) tenderers for interpreter services. Interpreter services means:

        • Interpreter services via telephone

        • Interpreter services via video

        • Document translations

        • On-site interpreter services

        Interpreter services are currently mainly used by Kirkenes Refugee and Competence Unit, the Child Welfare Service, Health Station, Physiotherapy Service, Occupational Therapy Service, and the doctor service, including the out-of-hours medical care service. Other entities in the municipality can join the contract if required.

        There is a need for interpreter services within the following languages, amongst others:

        •Arabic

        • Tiginja

        • Somalian

        • Dari

        • Farsi

        • Pashto

        • Kurdish (consists of Sorani, Kurmanji and Badin)

        • Swahili

        • Maban and Juba-Arabic (South-Sudan)

        • Russian

        • Hungarian

        • Polish

        • Ukrainian

        • Uyghur

        • Tyrkish

        There can be a need for other languages than those listed above.

        The contracting authority"s need for interpreter services has varied based on the how many refugees live in the municipality. It is therefore difficult to estimate the exact need. Based on the need in the last four years, the estimated value of the framework agreement, including any options, is approx. NOK 3,000,000 and 4,000,000 excluding VAT.

        Note that this is an estimated need over the contract period including options. The contracting authority is not obliged to order a particular value and will only order interpreter services when required.

        The contract is subject to sufficient financing and other budgetary conditions can arise that lead to changes in the contract execution phase.

        Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

        Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

      2. Economic and financial standing:

        Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

        Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

        Requirement: Tenderers must have experience from comparable assignments. "Comparable assignments" means that the tenderer must have experience from providing interpreter services for the public sector, and that the delivery must be of an equivalent size.

        Documentation requirement: Description of the tenderer"s up to 3 most relevant assignments in the last 3 years stated in the attached form, see annex 2. It is the tenderer"s responsibility to document relevance through the description.
