Gloves and protective gloves
Reference number: 23/30785The Norwegian Police Shared Services (PFT) will, on behalf of the Norwegian Police, the Norwegian Police Security Service (PST), the Governor of Svalbard, the Norwegian Correctional Service, Norwegian Customs and the Norwegian Armed Forces, enter into a framework agreement for the purchase of handwear and cut-protection gloves that cover the needs of officers for gloves and mittens.

The Norwegian Police Shared Services (PFT) will, on behalf of the Norwegian Police, the Norwegian Police Security Service (PST), the Governor of Svalbard, the Norwegian Correctional Service, Norwegian Customs and the Norwegian Armed Forces, enter into a framework agreement for the purchase of handwear and cut-protection gloves that cover the needs of officers for gloves and mittens.
The contracting authority has an option to extend the contract subject to the same conditions for 1 (one) + 1 (one) year, so that the total possible length of the contract is 4 years.
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Documentation requirement:
Credit assessment based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.
Minimum level(s) of standards possibly required:Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
A) Description of up to 3 of the tenderer’s most relevant/comparable assignments in the last 3 years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer"s responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
B) Tenderers must submit documentation on their quality assurance and management system. The following documentation will be accepted:
Certificate of the company"s quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or
A description that, as a minimum, covers the company´s procedures/routines for:
- Dealing with deviations and claims
- The process from the receipt and registration of orders until delivery at the customer.
C) Tenderers must submit documentation of their environment management system. The following documentation will be accepted:
• Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent systems), or
• A description of the tenderer´s own environmental management system. The description must, as a minimum, include an environmental policy.
D) Tenderers must submit documentation of traceability in the supplier chain. The following documentation will be accepted: If a tenderer uses subcontractors to fulfil this contract, the tenderer must have a method for traceability that provides the contracting authority with an overview of which subcontractors are participating in the production of the product and what country the subcontractors are in at all times.
The following documentation will be accepted:
• A description of the supply chain in accordance with Appendix E Supply chain traceability.
Minimum level(s) of standards possibly required:A) Tenderers must have experience from comparable assignments.
B) Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.
C) Tenderers must have an environment management system.
D) Tenderers must have a routine for registering and documenting their supply chain.
