         We encourage tenderers to submit tenders for all of the requested articles that the tenderer is able to offer. Contract IO-9814 will, when contracted, be split into lots if several tenderers are awarded a contract.

   1. Conditions for participation:

         Requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

      2. Economic and financial standing:

         Requirement: Tenderers must not have significant deviations in its reporting obligations to the tax authorities.

         Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.

         Minimum level(s) of standards possibly required:

         Documentation requirement: Norwegian companies: The contracting authority will obtain expanded tax information from the Norwegian Tax Administration as documentation, on the basis of authority provided by the tenderer (see the annex 1.6). Tenderers must submit any approved repayment plan. Foreign tenderers: A certificate issued by the competent authority in the tenderer"s home state certifying that the tenderer has fulfilled the obligations regarding fees in accordance with the laws of the state in which the tenderer is established. The documentation shall be submitted in Norwegian/Scandinavian/English. A translation must be attached to the original certificate.

         Tenderers must as a minimum be credit worthy. Documentation requirement: The contracting authority will obtain a credit rating for Nordic applicants. The contracting authority subscribes to services from Bisnode (D&B). Tenderers must achieve a rating of A (creditworthy). Tenderers are expected to have familiarised himself with registered information about the company and by submission of the tender accept that the information will be obtained and form the basis of the assessment of the tenderer"s financial situation. If there is doubt as to whether a tenderer meets the requirement, the contracting authority can demand further documentation of the economic capacity.Tenderers can be assessed separately in the case of mergers/take-overs/new establishments. Foreign tenderers: Applicants outside Scandinavia must themselves submit a credit rating that documents the requirement for credit worthiness equivalent to A - credit worthy.

      3. Technical and professional ability:

         Requirement. Tenderers must have sufficient experience to execute the assignment.

         Tenderers must have the necessary capacity and competence to meet the needs associated with implementation of the assignment.

         Minimum level(s) of standards possibly required:

         The requirement will be deemed to be fulfilled if a tenderer can refer to three reference projects, preferably from the last 5 years, with the following characteristics: The tenderer has completed and had responsibility for equivalent deliveries. This requirement must be completely fulfilled by the company that will have the coordination role in the project for tenderers that submit a joint tender, or that rely on other companies" resources to fulfil the qualification requirements. Documentation requirement: The contracting authority has prepared a form that tenderer must use to respond both to this qualification requirement and the selection criteria in point 4.4. (See Annex 1.1.) The form states what information tenderers must provide.

         Documentation requirement: Tenderers must attach an overview of the staffing for this assignment, for example: - A description of the organisation for the assignment (organisation chart or similar), including planned staffing and/or key roles.
