RFI/market survey on tools for quality analysis of websites - response deadline 09.10.2023

The Norwegian Public Service Pension Fund [Statens pensjonskasse (SPK)] wants to conduct regular measurements of the spk.no website. Through this market survey, we want to identify which tenderers can deliver a tool for such analyses.

Objective

We want a tool that brings together several quality analysis services for monitoring editorial work and technical quality. The system will provide the necessary reports and key figures to help us prioritise changes and tasks, and give us a good overview of the website. We need a tool that can provide answers to how we score on quality (spelling errors, links, etc.), readability, accessibility in relation to WCAG 2.1, and not least technical quality such as response time and code errors.

Desired functionality

We want the following functionality in the analysis tool:

Quality and content analysis

Broken links

Spelling errors in Bokmål, Nynorsk and English

Readability (LIX)

Grouping content by topic

Universal design (WCAG 2.1 and later standards)

Bug fixes with concrete examples from our code

Behavioural map (heat map)

Feedback function

Response time

User-friendly dashboard that can be adapted

Automatic reporting via email at the end of the month

Ability to add multiple domains (such as pensjonsbloggen.spk.no)

Flexible user numbers with easy user management

Training and user support in Norwegian

Response

We want to identify potential tenderers in the market. Responses from tenderers must briefly describe their products/solutions and provide information on estimated costs for procurement and use. SPK will use the information in the response for future procurements. Tenderers are free to prepare their responses. Responses must be sent as a message in the communication module in Mercell. The response deadline for the survey is 09.10.2023, at 12:00.
