        The contract concerns operational and maintenance assignments, with independent responsibility for some of the assignments, on county roads and county foot/cycle paths with associated side installations, side areas, equipment and installations in Gjøvik, Østre Toten and Vestre Toten municipalities in accordance with the road list provided in chapter D2-V.

        The work will be settled according to unit prices and is carried out on invoice.

        The contract period is from 01.09.2024 to 31.08.2030 for all of the described assignments. 

        The Builder has an option to extend the contract for 12 months, from 01.09.2023 until 31.08.2031.

        The road network included in the assignment consists of:

        540 km of road in total

        of which

        480 km are county roads 

        and 60 km are foot/cycle paths.

        The traffic on the road network varies from approx. AADT 100 to approx. AADT 16500. 

        The assignment mainly comprises assignments for operational and maintenance work on the road network. The assignment also consists of inspecting and registering, planning activities, stand-by for winter operations and general traffic flow, documentation, reports to the builder, information to the public and handling other assignments that are necessary for the operation and maintenance of the road network.

        Qualification Requirement:

        Tenderers must be a legally established company or a group of

        tenderers that are a legally established company.

        The requirement also applies to companies on which the tenderer relies, cf. chapter B2-4.

        Documentation requirement:

        1. A certificate issued by the Business Register or an equivalent certificate for statutory registration in

        the country where the tenderer or the companies that together make up

        the tenderer, c.f. point B2-4.2, is established. This also applies to all supporting companies, cf.

        point B2-4.1.

      2. Economic and financial standing:
        List and brief description of selection criteria:

        Qualification Requirement:

        Tenderers must have good economic and financial capacity to execute

        the contract, and must fulfil the following requirements:

        - Tenderers must have an equity ratio of at least 10%.

        - An average annual turnover of minimum NOK 35 million in the

        last three approved financial years.

        Minimum level(s) of standards possibly required:

        - The tables in chapter E2-4 must be completed. The contracting authority will check

        the stated amounts against publicly available information.

        - An overview of any events of significance to the economic and

        financial capacity that has taken place after the end of the last

        audited financial statements were issued.

      3. Technical and professional ability:

        Relevant experience

        Qualification Requirement:

        Tenderers must have sufficient experience of a relevant nature and degree of difficulty

        from the following works:

        1: The main disciplines included in the assignment include: operation and maintenance of roads

        2: The following sub-assignments are of significant importance for the contract work:

        - winter operations

        - construction notification and traffic management

        The Builders" experiences.

        Qualification Requirement:

        Tenderers are required to show references to relevant contracts that

        they have implemented in a satisfactory manner.

        Conditions which will be evaluated are related to i.a.:

        - documentation of completed quality

        - fulfilment of contracts

        - compliance with provisions and procedures for HSE

        - compliance with provisions for wages and working conditions

        - observance of deadlines

        - follow up during the warranty/claims period

        - use of apprentices

        Innlandet County and other builders" experiences with the tenderer will

        be assessed.

        HSE system:

        Qualification Requirement:

        Tenderers must have a system that demonstrates working pro-actively to

        ensure the health, safety and work environment (HSE), of relevance to

        equivalent works included in this contest. The system

        will be subject to periodic audit.

        Minimum level(s) of standards possibly required:

        A list of relevant contracts that the tenderer has completed or

        or is executing during the last 5 years calculated from the tender deadline. The list must

        contain all information requested in the form in chapter E2-5.1.
