Framework agreement for the purchase of service, inspection and repairs of lifts
Reference number: 23/3461The framework agreement concerns the service, inspection, improvement of errors and repair of the Contracting Authority"s lifts, as well as the purchase of equipment that is necessary for the improvements and repairs.
The framework agreement concerns the service, inspection, improvement of errors and repair of the Contracting Authority"s lifts, as well as the purchase of equipment that is necessary for the improvements and repairs. More specifically, the agreement concerns the following (non-exhaustive): - Regular inspections of the Contracting Authority"s lifts in accordance with the frequencies in the table in Annex 2, point 8.1 "Regular Inspections". Tenderers must also carry out inspections of new lifts that may be awarded during the contract period. For new lifts, the Contracting Authority is free to choose the frequency of inspections. - Improvement of any errors and deficiencies that are discovered during the regular inspections. - Equipment and components that are necessary to carry out improvement of errors and deficiencies. - Emergency response with elevator fitters/professionals in the event of emergency failures of lifts that occur outside of regular inspections. - Alarm centre for all the Contracting Authority"s lifts, as well as organising emergency response to alarms if the Contracting Authority"s building security guard does not respond in time. See Annex 3 of the Framework Agreement, "Requirements Specification", for a more detailed description.
The contract can be renewed for one + one year, so that the maximum contract period is four years.
Qualification Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement:
Norwegian tenderers: Company registration certificate.
Foreign tenderers: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.
Qualification Requirement:
Tenderers must have sufficient finances to fulfil their contractual obligations.

Documentation requirement:
Credit rating based on the most recent financial figures. This must be carried out by a credit rating company licensed to conduct such business.
The contracting authority retains the right to obtain a credit rating of the tenderer on its own.
Newly established companies that have not established a basis for credit assessment must attach a statement from a bank, auditor or similar financing institution regarding the company"s economic and financial position.
If a tenderer has a factual reason for not submitting the documentation required by the contracting authority, for example if they believe that the information does not provide a correct picture of the tenderer"s financial situation, the tenderer can document their economic and financial position by submitting other documentation that the contracting authority deems to be equivalent to its own.
Qualification Requirement:
Tenderers must have the necessary competence and experience to execute the contract in a satisfactory way.

Documentation requirement:
Tenderers must present a description of up to 3 equivalent deliveries that the tenderer has carried out in the last 3 years.
The overview must contain information about the value of the contract, the time of delivery or execution and the name of the recipient.
The tenderer"s and contracting authority"s responsible contact persons must be clearly stated and telephone numbers must be included.
