Purchase of medical development resources for the establishment of a triage system for GPs
The Norwegian Directorate of Health wishes to enter into contracts with two medical development resources in connection with the development and establishment of a triage system for requests to GPs.
The Norwegian Directorate of Health shall, in cooperation with, i.a. Norsk Helsenett SF (the National Health Network)develop and establish a triage system for requests to GPs. We therefore need to appoint two additional medical development resources. Development resources are in this context defined as expertise that can assist us with medical knowledge in:
- prioritizing focus areas for triage on the portal system
- developing questionnaires
- establishing triage systems
- interacting with professional resources in the Norwegian Health Network organisation where the triage system shall be
established
- facilitating information and dissemination work to GPs
- be a medical professional consultancy resource in the project"s planning,
implementation and, if necessary, the realization phase.
Section IV: Procedure
The doctors Voltersvik and Longva Todnem have already participated in the project and have developed an expertise that no other doctor has. These doctors have developed the dynamic medical questions and can consequently carry out further work. It will require a lot to appoint two other doctors in the same position as Voltersvik and Longva Todnem. First and foremost, it will be time consuming, secondly it will be disproportionately costly for the Norwegian Directorate of Health. The expenses must be compared with the value of the contracts, and this is not particularly high. Spending time and money on facilitating for other providers to develop the same expertise and participate in the tender contest would not be a reasonable use of the community"s resources in this case.
