        Oslo University Hospital Trust has approved a target of reducing energy consumption by 20% by 2030. This is the background for procuring two framework agreement partners who will contribute to achieving energy savings.

        Call-offs (orders) will be regulated in accordance with NS 6430:2014 General Contract Provisions for Energy Saving (EPC), where the focus will be on initiative level and not on the general level that has previously been traditional.

        The procurement is being announced through a prior information notice. The use of a prior information notice is regulated in the Public Procurement Regulations (PPR) § 21-2 second section for procurements in accordance with part III of the regulations.

        This notice states that the contract will be signed without another contest notice, and that interested tenderers are invited to register their interest. When the concrete procurement process commences, the contracting authority will invite tenderers that have registered their interest in writing and at the same time to confirm their interest, cf. the public procurement regulations § 23-2 second section.

        The procurement has an estimated value of NOK 140 million - NOK 400 million excluding VAT over the framework agreement period (total for both framework agreements).

        Currently, in the long-term economic (ØLP), NOK 30 million has been set aside annually until 2030 for energy efficiency measures, but resources are granted on an annual basis. The ØLP is the background for the estimated lower total value, without this being a guarantee for the resources that have been set aside actually being granted. Neither can we exclude that the scope can be considerably higher that what is earmarked for energy efficiency measures in the ØLP.
